RTI²
  • The California Dept. of Education officially
defines RTI² as a systematic, data-driven
approach to instruction that benefits every
studentRTI is meant to communicate the full
spectrum of instruction from the general core, to
the supplemental or intensive, to meet the
academic and behavioral needs of students.

4
Core Components of RTI²
  • High-quality classroom instruction
  • Research based instruction
  • Universal Screening
  • Continuous classroom progress monitoring
  • Research based interventions
  • Progress monitoring during instruction and
    interventions
  • Fidelity of program implementation
  • Staff development and collaboration
  • Parent involvement
  • Specific learning disability determination

5
RTI Framework
RTI is a framework, NOT a program
6
RTI Core Principles
Multi-Tiered framework of Service Delivery
compared to weight loss program
  • Weight loss programs are not individualized
  • Some include exercise programs, nutrition
    classes, support groups, etc.
  • One size fits all does not work

7
  • RTI is a framework, NOT a program
  • RTI is a framework, NOT a program
  • RTI is a framework, NOT a program

8
RTI Tier I
9
RTI Tier I
  • General Screening (Universal)
  • Core instructional program
  • 80-90 of the students respond and achieve
    benchmarks

10
RTI Tier II
11
RTI Tier II
  • Students do not make adequate progress in Tier I
  • More intense services and targeted interventions
  • Small group settings
  • Bi-weekly monitoring
  • Six to ten weeks

12
RTI Tier III
13
RTI Tier III
  • Students who do not adequately respond to the
    targeted intervention in Tier II
  • Eligible for special education services under
Individuals with Disabilities Education Act (IDEA
    2004)
  • Individualized, intensive interventions

14
RTI Framework of interventions
  • Eligible for special education services
  • Individualized, intensive interventions
  • More intense services and targeted interventions
  • Small group settings
  • Bi-weekly monitoring

School-Wide Improvement Plan
  • What is your core instructional program?
  • WestEd recommendations for evidence
  • Existing needs assessment
  • Provides a process to evaluate your core
    instructional program

18
Initial RTI Data Assessment
  • What student data are you currently collecting?
  • Who collects the data?
  • How are the data shared/communicated/used?
  • What kind of help/additional data are needed?

19
Data Assessment Activity
  • Work in groups of 2-3
  • Fill out the assessment chart for school level
    data
  • Select reading or language arts
  • Be prepared to share your data

20
What is Scientifically Based Research?
  • The NCLB Act (2002) defines scientifically based
research as "research that involves the
    application of rigorous, systematic, and
objective procedures to obtain reliable and valid
knowledge relevant to education activities and
    programs."

21
NCLB on Reading Research
  • "A primary focus of this law is the requirement
that school districts and individual schools use
    effective research-based reading remediation
programs so all children are reading at grade
level by the end of third grade. The law
authorizes funds 'to provide assistance to State
    educational agencies and local educational
agencies in establishing reading programs for
students in kindergarten through grade 3 that are
based on scientifically based reading research,
to ensure that every student can read at grade
level or above no later than the end of grade 3.'
    (20 U.S.C. 6361)"
