Cultural Competence and Disparities in Access and
Care in all Grants
- Circles of Care Grant Program These planning
grants provide funding for three years to
federally recognized tribes and urban Indian
communities to plan, design, and assess the
feasibility of implementing a culturally
appropriate behavioral health system of care for
American Indian and Alaska Native children and
families. - National Registry for Effective Programs (NREP)
SAMHSAs comprehensive system to screen,
select, maintain a database, and disseminate
effective model and promising substance use,
mental health, HIV/AIDS and violence prevention
programs. www.modelprograms.samhsa.gov - Soy Uniqa! Soy Latina! One component of
SAMHSAs Hispanic/Latino Initiative, this
outreach effort is targeted to Latina girls ages
9 to 14 and their mothers or female caregivers.
Its purpose is to help prevent and/or delay onset
of substance use and emphasizes positive mental

- FASD Alaska's Integrative, Comprehensive
Approach SAMHSAs 5-year initiative (01-06)
funds Alaskas State system to prevent Fetal
Alcohol Spectrum Disorders (FASD) identify
individuals with FASD earlier enhance service
delivery and evaluate the overall initiative.
Alaska Natives are full participants in every
area of Alaskas FASD program. - Targeted Capacity Expansion (TCE) - This grant
portfolio is to target and expand substance use
treatment services and build treatment capacity
for populations that have had limited or no
access to past treatment. In FY2004, 3.5
million is proposed to target minorities. Some
additional grants specifically target American
Indians/Alaskan Natives and Tribal Organizations.
- Starting Early/Starting Smart (SESS) This
program funded 12 health or child care settings
to integrate in their programs mental health and
substance use prevention and treatment services
utilizing culturally competent approaches.
