National Response Plan
  • Homeland Security Presidential Directive HSPD-5
  • Released 28 Feb 03 (latest update 25 May 06)
  • Directs all Federal departments and agencies to
    comply with NRP
  • NRP is an all-discipline, all-hazards plan that
    establishes a single, comprehensive framework for
    the management of domestic incidents
  • It provides the structure and mechanism for the
    coordination of Federal support to States, local,
    and tribal incident managers and for exercising
    direct Federal authorities and responsibilities.

  • Represent DoD in the disaster area
  • Provide liaison to state, local, and other
    Federal agencies
  • Validate mission assignments from FCO
  • Determine best military resource for mission
  • Command and control of deployed DoD forces
