Background
  • Strategic review of mental health services for
    working age adults Adult Mental Health
    commissioning Strategy and Plan 2008 -2011.
  • Strategic review of mental health services for
    Older People Emerging from the Shadows 2008
    2011
  • Previous strategies have now run their course and
    we need to prepare for the transition to the
    Clinical Commissioning Groups
  • National Strategy Context has shifted NSFs
    replaced by No Health without Mental Health
    (2011) and Living Well with Dementia (2009)
  • Development of a comprehensive approach for
    working age adults and older people

  • Review of progress against existing strategies
  • Assessment of need based on a demographic
    analysis.
  • Review and analysis of the current levels of
    service and finances.
  • Benchmarking the range and performance of
  • services against demographically similar areas.
  • Stakeholder meetings

The Mental Health Programme
  • The Mental Health Programme for adults and older
    people will-
  • Help people to stay well and enjoy good mental
    health.
  • Support people to live well, cope with ill health
    and not be left out of society.
  • Make it easy for people with mental health
    problems to get the right help early.
  • Include families and carers in our help and
    support.
  • Provide choices of good quality care
  • Spend money on what works for people but stop
    spending on things that do not work.
  • Ensure that mental well being is everybodys
    business.

  • The key components of the National Service
    Framework for Mental Health commissioned and
    providing benefit (Assertive Outreach, Crisis
    Resolution, Early Intervention in Psychosis)
  • Mental Health Promotion and Suicide Prevention
    audit of suicides, reviews if SUIs and Health
    Needs Assessment
  • Non urgent care pathway and acute care pathway -
    work to improve acute pathway completed and
    non-urgent care pathway work has made significant
    progress in its roll out.

Progress in delivering existing strategies
  • Improved Access to Psychological Therapies - A
    new service model for the provision of Talking
    and Psychological Therapies across all tiers of
    service. Further investment in and development of
    Primary Care Mental Health services but we know
    these need further development
  • Older People's Mental Health Projects including
    Memory Assessment and Treatment Services, Acute
    and Care Home Liaison, enhanced CMHT, Wellbeing
    Cafes, Dementia Advisors, Creative Support.

  • Day Services Review (AMH) - Day services to
    improve focus on socially inclusive outcomes.
  • Specialist Tertiary Services - High cost / low
    volume specialist services currently commissioned
    out of area reviewed to improve access/pathways
    and ensure value for money.
  • Delivering Race Equality - Community Development
    Workers for Mental Health to influence the
    commissioning of culturally appropriate services.
