Purpose and Need
  • Approach roadway west side of Red River Crossing

Photo of 1997 flood
  • Floods frequently and for extended durations
  • Existing highway floods at 6-yr flood event
  • Overtopped 15 times since 1954 (USGS data), 5
    times since 1996
  • Personal and economic hardship to adjoining
    residents
  • Disruption to emergency services

History on Proposed Improvements
  • Hydraulic Studies
  • NDDOT 1969
  • NDDOT 1978
  • Parsons Brinkerhoff 1997
  • Parsons Brinkerhoff 1999
  • Results
  • Looked at several alternatives
  • All raised road to 30-year flood event
  • All had increase to 100-year flood event
  • Several required the roadway to be closed for
    construction
  • No action

10
History on Proposed Improvements
  • USACOE 2001
  • Study triggered from 1997 flood
  • Looked at several alternatives
  • All raised road to 30-year flood event
  • Most had no increase to 100-year flood event
  • Decision to wait until 2002 to start
    environmental documentation

11
Objectives defined
  • Construct approach roadways above the 100-year
    flood event.
  • Provide one foot of freeboard between the low
girder of the bridge and the 100-year flood
    event.
  • Provide adequate waterway opening for the
100-year flood event with no increase in
    headwater at Drayton.
  • Keep the highway open during construction with
    minimum disruption to traffic.

12
USACOE 2004 Report
  • Completed to meet project objectives and address
newly constructed ring dikes in MN
  • New alignment required to keep road open during
    construction
  • Raise road above 100-year flood event
  • Resulted in four base alternatives with 17
    subalternatives

13
Proposed Improvements
  • Alternative Advanced Alternative 5B1-a
  • Single 4,090 foot bridge
  • No overbank excavation
  • No increase in headwater at Drayton for 100-year
    flood event
  • Alternatives considered
  • Single Bridge with overbank excavation
  • Two bridges with overbank excavation

14
Single Bridge with no overbank excavation
Alternative 5B1-a
15
How objectives are met
  • Construct approach roadways above 100-year flood
    event (stage 800.09)
  • Centerline roads at elevation 802

16
How objectives are met
  • Provide one foot of freeboard between the low
girder of the bridge and the 100-year flood
    event.
  • Accomplished during Design Phase

17
How objectives are met
  • Provide adequate waterway opening for the
100-year flood event with no increase in
    headwater at Drayton.
  • Hydraulic analyses concludes no increase in
    headwater at Drayton

18
How objectives are met
  • Keep the highway open during construction with
    minimum disruption to traffic.
  • Bridge constructed on a new alignment

19
Impacts
  • Right of Way

20
Impacts
  • Former gas station in Robbin
  • Drilling Investigation Report
  • Soil corrective action not warranted

21
Impacts
  • Robbin Camp Hall-eligible for Historic Register
  • MN ND SHPO-no effect
  • CSAH 18 shifted west to avoid impacting building

22
Impacts
  • Wetlands
  • Forested Wetlands
  • Trees

23
Impacts
  • Floodplain

24
Impacts
  • Social and Economic
  • Positive impacts Emergency vehicles
  • Positive Impacts Businesses

25
Impacts
  • Eligible for the Historic Register
  • Offered for adoption some interest but no
    commitments
  • Structure will be recorded with photographs,
