So, what does an outsider see?
  • Service providers the NGOs
  • Money providers the donors
  • Customers
  • Beneficiaries
  • Donors
  • General public
  • Local governments

5
And, what does an outsider ask?
  • How can you even think about ROI in a profession
    that talks about donors?
  • Its much more comfortable not to think about it
  • We talk about retaining staff why dont we talk
    about burnout?
  • Should we try and retain people? Is it moral?
  • What does this profession need to protect so
    much?
  • Massive NIH problem

6
Some structural problems
  • Putting out brushfires
  • Q1 how can I stop putting out brush fires?
  • High staff turnover
  • No planned training for managers?
  • Project-oriented financing
  • Good project management
  • (Much better than businesses)
  • Poor H.O. management
  • 20bn spend on consultants
  • Cf Action Aid report

7
To be more professional
  • We need
  • Solid values agreed upon by the profession
  • Body of accepted skills and knowledge
  • Set of systems that allow the profession to
    provide services reliably

8
But
  • Do we have an agreed definition of the
    humanitarian profession?
  • Who would go about setting it up?
  • Do we have an agreed body of skills?
  • ditto
  • Do we even agree that we are service providers?
  • And can therefore learn from any other service
    provider

9
But
  • We probably do have an agreed set of values
  • We have SPHERE, HAP, COMPAS, PIA Code of Good
    Practice, UN standards, etc.

10
Management is about setting priorities(Q2)

12
So, whats a strategy?
  • Tells you where you want to go
  • And by when
  • Should allow you to say no
  • Legible to everyone in the organisation
  • Therefore owned by everyone in the organisation
  • Therefore developed by everybody in the
    organisation
  • Therefore its a slow process

13
Developing a strategy
  • Its a project
  • We know how to run projects
  • To get it started
  • step back,
  • slow down,
  • think
  • Then Just do it!

14
Sorry. Go back to the office
  • Q3 does your organisation have a strategic
    plan? (yes/no/dont know)
  • Q4 do you know what it is? (yes/no/dont know)
  • Q5 does it affect you? (yes/no/dont know)
  • Q6a if it does, what do you need to do to
implement it?Q6b if it doesnt, what do you
need to do, to make sure it does?
