CURRENT STATUS - EPEA APPROVALS AND RENEWALS
  • Many applications for approvals and renewals are
    being processed at this time. In 2007, our
    Northeast District has approximately 30 existing
    facilities which have approvals that will expire.
  • Examples of approval renewal applications

TIME MANAGEMENT/RESOURCES
  • This is a busy time for all parties involved in
    approval processes (e.g. industry, government,
    consultants, and members of the public).
  • To manage workload, from a government
    perspective, some key approval renewals have had
    to be extended to allow for EIAs and other work
    to also proceed. Approval renewals for Suncor
    and Syncrude must be completed by June 2007.
  • Need to build realistic approval processing time
    into project schedules.
  • Need to make communication and interaction
    between applicants and government agency staff as
    efficient and effective as possible.

  • In addition to new approvals and renewals, some
    of the other items Approvals staff are involved
    in include
  • Participation in EIA technical reviews and
    participation in hearing processes.
  • Staff are involved in regional environmental
    management initiatives such as participation in
    multi-stakeholder forums, developing In-Stream
    Flow Needs framework for the Athabasca River, and
    the NOx BATEA review for stationary sources in
    the Fort McMurray area.
  • Upcoming project hearing decision reports will
    likely recommend that AENV do more to address
    regional environmental management, by more
    actively back-stopping multi-stakeholder forum
    initiatives. This could add significant new
    workloads.

TIME MANAGEMENT/RESOURCES
  • Ongoing administration of approvals for major
    projects is a significant undertaking (e.g.
    follow-up on special studies, start-up problems,
    environmental monitoring, and land conservation
    and reclamation).
  • Providing technical support for the compliance
    program, administration of existing approvals,
    and decommissioning of some older existing
    facilities (e.g. Celanese and some of the Dow
    Chemical plants).
  • Experienced technical staff are often needed for
    input into potential changes to AENVs existing
    programs and policies.
  • Aboriginal consultation, and consultation with
    other key stakeholders, largely occurs during the
    approval drafting, review, and discussion stage,
    which is a growing area for AENV to address.

CHANGES IN APPROVALS/REGULATORY TOOLS
  • EPEA approval renewal process is a good time to
    consider modifications in reporting frequency and
    approaches, where warranted.
  • Applicants should consider this item during the
    renewal process.
  • We will consider this item in an objective
    manner.
  • The EnviroVista program is a newer regulatory
    tool that can be considered for interested and
    eligible companies.
  • 21 Alberta companies have been designated 2006
    EnviroVista Leaders for environmental excellence.
  • 3 companies are currently pursuing EnviroVista
    Champion level Stewardship Agreements, with
    Alberta Envirofuels leading the way.
  • Guide for the EnviroVista champion level is
    available online.

HOW CAN INDUSTRY HELP?
  • Be aware that this is a busy time for all
    parties, including AENV.
  • Communicate with regulatory staff early and often
    in the process, and strive to make the
    communication efficient and effective.
  • Let local stakeholders know what you are
    planning.
  • Listen to and try to address stakeholder concerns
    in a proactive manner.
  • Submit a complete application of good quality,
    following the Guide to Content for Industrial
    Approval Applications closely.
  • Respond quickly and thoroughly to any statements
    of concern on an application.
  • Build realistic approval processing time into
    project schedules.
  • Carefully review draft approvals to ensure you
    understand obligations.
