3EHO Detail Opportunity to the State of Texas
- Dr. Leakey, State Health Commissioner sent letter
to ASH requesting USPHS support in filling five
Sanitarian positions at several locations in
Texas. - Rural, remote, urban locations.
- Junior, O-2 and O-3s desired
- 2-4 year details.
- TX Sanitarian-In-Training program eliminated.
Commissioner hopes to have it re-established.

- Billets - CAPT Byron Bailey
- Problem current billet system tends to describe
the officer and not the position so the Corps is
unable to monitor vacancies and skill shortages
and cant recruit effectively to meet mission.
All of this leads to poor force management. - Solution to create unique position-specific
billets that describe positions not officers.
The new billet system will begin with the
approximately 4,400 category-specific positions.
Multi-disciplinary billets will come later. - Benefits clarity and specificity for officers
for position-specific responsibilities,
objectively graded billets, real-time vacancy
monitoring capability, real-time identification
of officers for positions and electronic referral
system for qualified candidates.

- As a result of beta test learned that the Excel
spreadsheets did not work well, billets completed
inconsistently, grading was not uniform. - Currently 275 standardized billets across all
categories

- Lewin developing user friendly software for
officers to complete their billet. Comparison
was made to Turbo-Tax. You answer questions,
drop down selections, etc. then form is
completed! Its being developed so it can be
uploaded into People Soft/Direct Access (USCG). - July is the target date for the new software.
Officers will be required to login to CCMIS
(like you do for the COER) then you will be
guided on how to complete your billet.

- Billets (cont.)
- Assurance will be made that there is equity for
each category across all agencies. Categories
will have to review/approve. (Agency Category
OCCO for review). - Multi-disciplinary billets will be initiated this
Fall 2008. - If the billet turns out to be O-4 and it was an
O-5, it will grandfathered for 2 years as an O-5.
After 2 years the billet will change to O-4.

- 2009 Benchmarks will be posted within the next
two weeks. No changes from 2008. - COER Workshops took place on April 30, May 9 and
May 14. Lewin Group sought input and direction
on where the new COER should go.
