8Recommendation 4 - P2Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- It is recommended that Land Victoria initiate a
program to supplement current information on
geodetic computing with a brief, highly
practical, document providing a pragmatic
approach to calculation of geodetic coordinates
as an integral part of other local plane
computations.
9Recommendation 4 cont...
- HTTP//www.land.vic.gov.au/geodesy then go to GDA
94
10Recommendation 4 cont...
- GDA Technical Manual on http//www.anzlic.org.au/i
csm/gdatm/
11Recommendation 5 - P2Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- Coordinates in SMES should be allocated a more
meaningful descriptor of minimum positional
accuracy. - ICSM is developing a new way
- it will say something like 10mm at 95 confidence
- Intend to put into SMES when developed
12Recommendation 5 cont...
- MGA coordinates should only be included in SMES
if this descriptor, which can be assured to be
correct, has been assigned to them. Other marks
for which the quality cannot be assured to the
new standard should only be provided as AMG
coordinates. - Relates to QA processes and Govt ability to
demonstrate accuracy of coords - Plan to have GDA coords for all marks
- Plan to continue to accept information from
industry - that may not have the data required to
demonstrate a specific QA. - The Surveyor who provided that data can
13Recommendation 5 cont...
- MGA should be the default coordinate system for
cadastral surveys and display in SMES. - Slightly inconsistent with previous part
recommended continuation with AMG - (in part) - Support, but low priority
- easily available now
- Probably part of SMES 3
- Timing of introduction probably related to
introduction of MGA as default for cadastral
surveys.
14Recommendation 5 cont...
- The symbology used to map the location of marks
and the displayed precision of coordinates should
clearly differentiate marks of different accuracy
classifications. - First indication of interest in a change
- Need to demonstrate a broad based support for
this style - If change is required - SMES 3
15Recommendation 7 - P2Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- It is recommended that Land Victoria continue to
provide several options for feedback into SMES,
such as fax, internet and email, - Intend to continue to have those options
available - but also ensure that Surveyors' Reports are
utilised. - Support in principle
- Initial investigations show current reports not
adequately structured - Need to work with SG to restructure the surveyors
reports if they are to be used
16Recommendation 7 cont...
- There should be an evolving emphasis on direct
electronic entry in a form which minimises
duplication of effort by surveyors and Land
Victoria. - Agreed, SPEAR is the first stage of that
17Recommendation 7 cont...
- Electronic lodgement of subdivisions (including
plans) would seem inevitable for reasons of
efficiency for both land Victoria and consulting
surveyors and it is recommended that Land
Victoria expedite the development of its ability
to deal in this way and integrate the lodgement
of related geodetic information. - Agreed, Spear again
- BUT
- It is already possible to lodge material directly
into SMES
18Recommendation 8 - P2Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- The SMES data model and interface should be
extended to accommodate additional metadata to
assist surveyors to resolve conflicting
information by reference to more specific
indicators of the original source of the
information. - Note some of this info already exists
- Would consider any consensus view on improvements
19Recommendation 8 cont...
- To minimise potential confusion between MGA and
AMG coordinates during the transition to full
adoption of MGA, the SMES interface should
emphatically emphasise the reference system being
displayed. - Agreed
- Probably part of SMES 3

21Recommendations John Tulloch, Deputy Surveyor
General
- R6 P3 PM Sketch Plan Updating
- R9 P3 Survey Mark Compliance - Survey
Coordination Act 1958 - Steering Committee Input
- Practice Directive
22Recommendation 10 (a) - P3Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- It is recommended that the Proclaimed Survey Area
concept be discontinued - SG responsibility
23Recommendation 10 (b) - P1Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- and an increased emphasis be placed on
strategically maintaining or increasing density
in the control network to match need. - Current Strategic work uses DoI Land release
program around Melbourne to set Priorities
24Recommendation 10 cont...
25Recommendation 10 cont...
26Recommendation 11 - P1Peter Ramm, Manager
Geodetic Infrastructure,Land Victoria
- It is recommended that Land Victoria commission a
detailed analysis of the availability and
adequacy of geodetic control, particularly in the
Melbourne metropolitan area, which can be used to
better inform the current strategic densification
program. - LV commenced this internally
27Recommendation 11 cont...
- It is further recommended that Land Victoria
utilise funds generated by the Survey Reform
Project to address any shortcomings in survey
infrastructure identified in the analysis. - The major barrier to
- improved maintenance or
- improved densification
- by government currently and in the past has been
funding - Rec accepted
