What has DfES done to help interpret the s52
budget statements?
  • So far we have seen that there is a lot of data
    contained within the tables- but how do we
    compile it to make it useful?
  • LEA Benchmarking Tables
  • 4 tables to enable LEAs and schools forums to
    compare themselves against LEAs from the same
    region or of the same type.

What do the tables include?
  • 4 tables that are mainly based on s52 budget T1
    data.
  • 2 per pupil tables
  • Year on year table
  • Additional information table
  • Each table can be viewed for all LEAs or by
    Government Office Region or Type.

The per pupil Tables
  • Available net and gross
  • Every line on Table 1 divided through by a common
    pupil count of 3-19 year olds.
  • A common pupil count is to show the overall shape
    of an LEAs budget so that planned spending on
    individual items can be compared with other LEAs
    planned spending.

The Year-on-Year Table
  • The table provides information on percentage
    changes in LEAs planned expenditure from 2003-04
    to 2004-05 for selected expenditure categories.
  • If the underlying cash amounts are very small, a
    relatively small cash increase or decrease
    between years could result in a large percentage
    change. The average size of category gives an
    indication of the relative size of expenditure on
    these budget items in 2004-05.
  • Year-on-year changes could also be a result of
    accounting changes, or as a result of an LEA
    delegating increased levels of expenditure to its
    schools.

The Additional Information Table
  • New in 2004-05
  • intended to provide a range of additional
    information for Schools Forums and LEAs and draws
    data from a range of section 52 tables and other
    sources.
  • Includes information on passporting, the minimum
    funding guarantee and the central expenditure
    limit.
  • Also shows Schools Formula Spending Share per
    pupil.
