Background
  • Work on the Future Internet as part of the
Framework Programme is now ongoing for several
    years.
  • Numerous initiatives have been launched at Member
State level aiming at conducting research and
promoting opportunities in the context of the
    Future Internet.
  • Elsewhere in the world (US, Japan, China, etc),
    ambitious RD activities are on-going.
  • The topic of Future Internet is equally the
subject of intensive debate at major world
conferences (e.g. Future Internet Economy OECD
    Ministerial conference).

The EU in the debate
  • Strengths
  • Strong telecom know how and culture
  • World class know how/players in key Future
    Internet drivers mobility, security, RFID,
    broadband
  • Web economy Innovation potential (even if not
well advertised) Skype, Kelkoo, Ciao, Exalead,
    Netvibes, Twitter, Daily Motion, TrueKnowledge,
    Taptu, FAST
  • Global partnership culture
  • Strong know how across whole value chain, both
    technology providers and users
  • Leading Internet usage region with committed
    take up public sector
  • Language diversity
  • Commitment towards long term societal
    challenges
  • Weaknesses
  • Competitiveness deficit
  • Software/Internet global players as technology
    providers
  • In spite of EU leading in mobile, most recent
    innovations come from abroad
  • Links academia/industry
  • Fragmentation handicap leading to inefficient use
    of resources
  • Lack of critical mass

6
Two essential questions need to be posed
  • How best to address EU weaknesses
  • Competitiveness deficit
  • Fragmentation handicap (the EU dimension)
  • Lack of critical mass
  • Inefficient use of resources
  • What should be the key elements of a coherent EU
RD strategy (Member States, Industry, Academia)

7
Our Ambition
  • Moving away from a mere selection of independent
projects that have been launched in response to
    fragmented Work Programme objectives.
  • Ensuring a greater degree of effectiveness and
impact through greater RD and industrial
    coordination
  • Responding to the competitiveness and innovation
    challenges and reflecting economic recovery
    aspects.
  • Public-Private Partnership Initiative
  • Facilitating trans-European collaborations
between key actors, development of synergies,
harmonisation of measures, creation of a
    strengthened single market
  • Building on
  • a bottom-up effort, building up on the support of
    the research actors (Industry, Academia)
  • a top-down effort, building up on the commitment,
drivers and interests of policy actors (MS, EC)

8
A three dimensional answer
  • Provide greater focus and coordination of
    on-going WP activities
  • Look for greater impact and take-up of results
  • Articulate activities with policy requirements
  • Establishment a PPP complementing the WP
    activities
  • Bridge the gap between the technologies and key
    application sectors (energy, health, transport,
    etc) with massively distributed features
  • Look for new actors and innovation opportunities
  • Establish a Future Internet Forum of Member
    States
  • Set the basis for a Europe wide strategy on FI
  • Share best practices

9
1. Greater Coordination through the Future
Internet Assembly (FIA)
  • 94 EU-funded projects, 400 million euros, 500
    participants
  • RD activities are no longer being seen from
    different technological silos
  • FIA meets twice a year
  • Bled, March 2008 ? Bled Declaration
  • Madrid, December 2008
  • Prague, 11-13 May 2009 ? Future Internet Forum
  • Stockholm, 23-24 November 2009
  • Valencia, 23-25 March 2010 (tbc)

www.future-internet.eu/
10
1. Internet Assembly - Next Steps
  • A new wave of Future Internet related Projects
will arise out of Calls 4 and 5
  • Adding a potential 300 to 400 million euros of
new funding to the Future Internet activities
    within the WP
  • Coordination of RD activities becomes ever more
    necessary
  • Standards, regulations, governance need serious
    consideration

11
2. PPP on Future Internet
  • Vision and SRA available
  • Industrial commitment very high (core 16
    members)
  • Open to additional critical actors
  • Having its focal theme in the short to medium
    term horizon (2015)
  • Networking technological foundation but with a
    clear application focus (energy, transportation,
    health, etc)
  • Exploring the interrelationship of networks and
    applications
  • Aiming at stimulating business innovation and
    new economic opportunities
  • Implementation modalities under examination
  • First public discussion in Prague (12 May 2009)

12
2. Partners in a dialogue
Scenarios and Research challenges
Position papers produced in FIA Madrid
Strategic research agendas of the ETPs
FI Content
International sources
PPP Comp. to the WP
Next WP 2011-2013
Architectures and Business models 90 FI projects
Dialogue with MS via the Forum
Scenarios from visionary experts
Dialogue with industry via dedicated meetings
13
3. Forum of Member States FI Initiatives
  • Promoted by National ICT Research Directors
  • Future Internet Working Group launched under
    Slovenian Presidency to
  • Take stock of national initiatives, towards joint
programming and co-ordination of research in
    Europe
  • Fuel the ICT RD and Innovation debate in view of
the forthcoming changes in the policy landscape
  • Provide recommendations
  • Two meetings (May and September 2009)

Economic recovery through Innovation
  • Internet disruptions will be plenty
  • We have a unique chance to put Europe ahead of
    the game (technologies and applications)
  • New economic opportunities to be explored
  • Structural changes and an open innovation
    attitude are needed
  • Ambition and commitment to act are an imperative
(.. particularly in times of economic recovery)

16
Our Proposal
  • WP (2011-2013)
  • Strengthen RD coordination (FIA )
  • Maintain funding levels
  • Complement the WP with a PPP (2011 )
  • Reconcile technologies with applications
  • Stimulate innovations for a networked world
  • Commit significant funding drawn from WP
  • Forum of Member States
  • Best practices in the single market for FI
  • Conceive a EU wide FI strategy
