What is Bottom-up Approach?
  • The Bottom-up Approach is described in the FAB
    Report but there is still a lack of understanding
    or different interpretations of what the
    Bottom-up Approach means to key stakeholders
  • ANSPs and Trade Unions are key players for
    Bottom-up Approach. But it is NECESSARY to
    involve States there is a lack of political
    commitment
  • Others Stakeholders are key to success e.g.
    customers, military, regulators etc.
  • We need fora where all can voice an opinion

Who are committed to the Bottom-up Approach?
  • ANSPs, Trade Unions and States are committed to
    the Bottom-up Approach
  • However, Airlines, EC and Eurocontrol appear
    frustrated with the pace of change and might
    favour a different model
  • We cannot afford to delay the FAB process further
    but will another approach work as well?
  • No guarantee that another approach will speed up
    the FAB process

Why are Social Partners committed to the
bottom-up approach?
  • FABs are major change management initiatives and
    for them to succeed they need the expertise and
    input of the Trade Unions and the workers
  • Early and appropriate involvement will be the key
    to success
  • To succeed with involvement you need to build up
    trust and common understanding of issues and work
    together
  • To succeed with FABs we need to quicken the pace

How Social Partners can achieve Bottom-up FAB?

  • Lack of understanding of what a FAB might be for
    example from Operational FAB to full merger of
    ANSPs
  • One size does not fit all for a FAB
  • We need to ensure FABs are relevant to the
    industry
  • Is the Bottom-up Approach social dialogue being
    implemented there is a difference of opinion on
    this point e.g. between information sharing and
    true involvement of the workers

How Social Partners can achieve Bottom-up FAB?

  • Trade Unions involvement is a middle-term
    investment it needs time now to prevent
    obstacles in the future
  • The commitment needs to be supported by the
    appropriate mechanisms for Social Dialogue from
    National and Trans-National levels
  • A partnership approach might be an effective way
    to enhance the Bottom-up Approach
