4OFBI Mission
- The mission of the Office of Faith Based
Initiatives is to eliminate all barriers to
funding and other resource opportunities, create
greater access for partnership and enhance the
capacity of faith and community based
organizations to effectively design, implement
successful programming and efficiently manage the
day to day operations of their respective
organizations.
5Direct Service Program Overview
- DS grants will provide funds to faith and
community based organizations that provide social
service programs in the community. - Build the capacity of New Jersey faith and
community based organizations to increase their
resources and enhance their ability to implement
effective community programming - Application due date 10/9/09 by 12p
6Eligibility Criteria
- Houses of Worship are ineligible to apply
- Collaborative submittal of application with a
minimum of three outside organizations - Collaborating Org. may not partner with lead
agencys sister org. and/or for profit and non
profit org. lead by the same person or governing
entity - Houses of worship are eligible to partner as a
collaborating org., but cannot receive state
funds that are granted to lead org.
7Collaboration
- Applications must be submitted as a
collaborative. Collaborations must be with a
minimum of three different organizations
(satellite organizations may not partner, for
profit and non profit organizations lead by the
same person or governing body may not partner) - Letters of support must indicate roles and
responsibilities of partnering agencies as it
relates to the application
8Lead Agency
- Lead Agency Only organizations with a NJ
presence and that are registered for charitable
solicitation purposes in NJ will be eligible for
a grant from the NJDOS OFBI. - To demonstrate that the corporation is registered
in NJ for charitable solicitation purposes, the
org. must provide its charitable registration
number and proof of registration (i.e., copy of
the most recently filed registration with the NJ
Division of Consumer Affairs, Charitable
Registration and Investigation Section.
9Lead Agency Cont.
- New Jersey Presence is defined as (i) a non
profit corporation incorporated in the NJ or
(ii) a non profit corp. that is incorporated in
another state, but is registered to conduct
business in NJ and also has a physical office in
NJ (not satellite) and is running programs in NJ - Non profits that are foreign corporations e.g.
incorporated in a state other than NJ, must
provided the NJOFBI with a copy of the
corporation's Certificate of Authority as
received from the State of New Jersey Division of
Commercial Recording, indicating that the org. is
registered to conduct business in NJ
10Eligibility Cont.
- Be tax exempt by determination of the IRS 501 ( c
) 3 - Be in standing with the Dept. of Treasury,
Business Service Center - Be registered with the New Jersey Division of
Consumer Affairs, Charitable Registration and
Investigation Section (see FAQ) - Provide a 25 percent in-kind match
- Provide evidence that the program has been in
existence and running for the past two years
(2008 2009)

- Awards are subject to availability of funding.
No award will exceed 50,000

13Program Procedures
- Applications are submitted to OFBI and reviewed
by an outside independent panel - Applications must score a 70 percent or higher to
be recommended for funding - ACFBI reviews panel recommendations
- Recommendations for funding is solely based on
the merit of the application - Award and denial letters are mailed to the
appropriate organizations - OFBI funding period is one year
- First payment is 75 percent of total award.
Final payment is made after both the midterm and
final reports are submitted and are accurate
14Application Requirements
- Application due date October 9, 2009 by 12p
- Proposal must be clamped not stapled
- All pages must be numbered
- Proposal submitted in binders, folders, etc.,
will not be reviewed - Application margins must be one inch, font must
be 12, and double spaced - Submit two originals and three copies

the project and what plans are for the future - A brief statement of the history, purpose, and
activities of the organization, highlighting its
capacity to carry out this project

- Indicate a brief history and governing structure
of the organization, target population(s) and
services provided

- 10 pts.
- Not to exceed two pages
- Must indicate
- Why this project is necessary
- Utilize facts and statistics that best support
the need for the project - Assure that the program addresses the need
differently or better than other projects in the
local area
20Section 5 Project Description
- 20 pts.
- Not to exceed six pages
- Nuts and bolts of how the project will be
implemented and evaluated. - Method method used for implementation (how,
when, and why). This section should allow for a
visualization of the implementation of the
project and it should mention staffing. It
should able to show that the agency knows what
its doing

- Staffing/Administration
- How many staff persons will be needed to
successfully implement the program. Staffing may
refer to volunteers, consultants, as well as paid
staff - Evaluation
- Describe the type of evaluation you will use and
explain how information will be collected and how
the data will be analyzed and used - Sustainability
- Indicate the long term financial viability of the
project to be funded and of the organization

organizations to expand their reach into the

contribute to the programs success

- All federal agencies require all current and
future applicants to provide a DUNS number when
applying for federal grants or cooperative
agreements with the federal government. - The DUNS number is a nine character
identification number provided by Dun
Bradstreet (DB). - The DUNS number is site specific and division
specific. Each physical location of an entity
will have its own number. - Assignment of a DUNS number is free.
