2A Little History
- 1971 State recommends each school establish a
SAC - 1976 SBBC authorizes DAC and SAC
- 1984 SBBC authorizes AAC
- 1991 Legislature requires every school to
develop a SIP - 1991 SBBC changes Committee to Council
- 1998 State establishes that School Advisory
Council must be the name for group responsible
for SIP

- School Advisory Councils became School Advisory
Forums (SAF) - School Improvement Teams (SIT) became School
Advisory Councils (SAC) - but District Advisory Council stayed DAC

4DAC Responsibilities per SB Policy 1.2
- Assist the Superintendent and the SB to identify
needs of the system - Promote 2-way communication among SAF, SAC, and
DAC - Participate in the development of the
Superintendents annual report - Encourage parent and community involvement
- Is advisory only
5AAC Responsibilities per SB Policy 1.21
- Assist in the identification of educational needs
of schools w/i the area - Coordinate community resources and secure
community support for schools - Offer assistance to SAF and SAC
- Serve as liaison between local SAF, SAC and DAC
6SAF Responsibilities per SB Policy 1.3
- Participate in the development of the SPAR
- Participate with the SAC in identifying
educational needs and priorities at the school - Participate with the principal in the preparation
of the budget - Indicate awareness of school programs and plans
by signature of chairperson on the budget
7SAF Responsibilities per SB Policy 1.3
- Assist in the coordination of community resources
- Address parent/community concerns
- Assist in increasing high levels of community
support for the school - Assist in planning and implementing parent
training programs - Participate in training opportunities with the
SAC - Represent SAF as voting member on SAC via the
Chairperson or designee

Policy 1.22
- Assist in developing educational needs and
priorities of exceptional students - Provide information about school and community
programs, advocacy, IEP procedures - Provide suggestions for proposed legislation
- Seek legislative support for ESE programs
- Have by-laws
- Promote diversity
9ESOL Leadership Council Responsibilities per SB
Policy 1.23
- Perform all duties as required by the META
Consent Decree - Consulted before submission of District LEP Plan
to the state - Assist in identification of educational needs
- Coordinate community resources and assist in
securing legislative support for ESOL programs - Participate in leadership training
- Inform parents of opportunities for
representation on school and District advisories - Adopt by-laws
10SAC Responsibilities per SB 1403
- Facilitate development and monitor implementation
of SIP - Participate in the preparation of the schools
annual budget and plan
11SAC Membership per FS 1001.452
- Majority of members must be persons not employed
by the school - Composed of a principal and a balanced number of
teachers, education support employees, students,
parents and other business and community citizens - Technical center and high school SACs may include
students - SACs at technical and adult education centers are
not required to include parents
12SAC Membership per FS 1001.452 and SB policy 1403
- Additionally SB Policy 1403 requires the the BTU
Steward or designee to be a member - SAF Chairperson is a member
- Community School representative where appropriate
- A proportionate number of team members from each
group including ESE, Pre-K, and ESOL teachers and
parents

- Teachers elect teachers
- Parents elect parents
- Non-instructional support staff elect peer
representatives - Students elect students

- Business and community representatives are
nominated and selection process is facilitated by
the principal and approved by the SAC - One parent is elected annually to serve as I-
Zone representative - SAC chair or designee represents SAC at AAC
meetings - SAC chair or designee represents SAC as a voting
member SAF meetings
15Other duties of SACs
- Elect chair from SAC membership
- Develop by-laws
- Keep minutes
- Have a quorum in place to conduct business
- Keep attendance
- Advertise meetings
- Send minutes and attendance to Area Office
- Post minutes and attendance for public scrutiny
- Participate in training
16The Sunshine Law and Advisories
- Applies when 2 or more members of the same
elected or appointed public board meet to discuss
or take action on any matter that may come before
them - Written notice containing the time, place, and
general subject of the meeting should be given
and circulated - Voting is openby show of hands or voice
- Only matters on the agenda should be discussed
- Minutes must be kept and voting reported
- Each member present must cast a vote
