- History
- Original strategy developed in 2000 as a result
of the review of education and employment
programs for Aboriginal and Torres Strait
Islander people - Review found that there were substantial gaps in
the educational outcomes for Aboriginal and
Torres Strait Islander learners - Stronger links needed to be developed between
schools and Indigenous communities - New policies being developed needed to address
the lack of interconnectedness between all areas
of the department

- Is based on a model of rights and
responsibilities which acknowledges that - achieving student outcomes commensurate with the
general population is a right which is
fundamental to justice, equality of opportunity,
and quality of life. - a successful society requires both rights and
responsibilities in balance. - improving student outcomes is the shared
responsibility of schools and communities.

- It also recognises
- the right of Aboriginal and Torres Strait
Islander peoples to security of culture and
identity. - that partnerships between schools and
communities must be based on trust, mutual
responsibility and personal and group
empowerment.

- The Partners for Success Strategy initiatives
were initially trialled within 38 trial state
schools across Qld in 2000, which focused on the
areas of - Partnerships between EQ and the greater
Aboriginal and Torres Strait Islander community
of Queensland - Development of Compacts between schools and
communities to address issues at the local level - Development of a framework of shared
responsibility for the educational outcomes of
Aboriginal and Torres Strait Islander students
between schools and communities - Establishment of the Community Partnerships Unit
and related district officers in order to assist
in the implementation of Partners for Success

- The Partners for Success Action Plan 2002-2005
focuses on the following key elements - Priority action areas and targets

innovation - Strategies for celebrating and sharing success
- Partnership with key stakeholders

- Priority Action Areas and Targets
- Attendance
- Achieved by parents and community working with
schools to get more students at school, more
often - Retention and Completion
- Achieved by ensuring that the curriculum
delivered in schools is more engaging of
Indigenous students and increasing
parental/community involvement in classroom
activities - Literacy attainment
- Achieved by increase PDT opportunities in
teaching practices promoting literacy development
and otitis media needs of Indigenous students,
and providing parents/community with increased
awareness of classroom practice - Workforce and leadership in Indigenous culture
- Creating a culturally responsive workforce and
the promotion of leadership in Indigenous
education. This shall be achieved via cultural
awareness training - for all EQ staff, and increasing Indigenous role
models in education.

- The logical sequence for the implementation of
these priority areas is as follows

- Targets
- Statewide targets have been set in each of the
priority areas - School targets and/or strategies will negotiated
annually by the principals and the Executive
Director (Schools) - School Indigenous Education Profiles allows
schools to examine the progress of Indigenous
students. Specific targets and or strategies are
then developed. - Targets are outlined within the Action Plan
2003-2005 and can be found at the following

- All Schools are required to address the planning
requirement - Schools have strategies to implement the
Partners for Success Action Plan 2003-2005 using
the following 5-point Indicator scale - No Appreciable Start - (Attendance,

- What Strategies will be used to implement the
Action Plan?

- Strategies for improvement - Alignment
- Learning and Engagement Centres - each of the
five LECs across the state will assist
principals and school communities by - Helping them to form and maintain partnerships
with Indigenous communities - Providing parents and community members with
advice on school initiatives - Providing advice to school staff on all priority
areas with emphasis on effective practices in
curriculum, pedagogy and assessment for
Indigenous learners - Operating a statewide resource service providing
culturally appropriate resource materials for
teachers, parents and community - The five Learning and Engagement Centres are
located at - - Inala, Nambour, Rockhampton, Townsville, and
Cairns

- Strategies for improvement - Alignment
- Indigenous Education and Training Alliance (IETA)
- The major focus for IETA under the Partners for
Success Action Plan is the development and
implementation of cross-cultural training for all
staff of EQ - IETA shall work closely with Aboriginal and
Torres Strait Islander communities in developing
locally customised training packages based upon
local history/knowledge, in order to provide
training to staff in that area - IETA can also support schools to meet targets in
all priority areas by providing training under
the Partners for Success framework

- Strategies for improvement cont.
- Extension of the Remote Area Teacher Education
Program (RATEP) - During 2004 a review of the present RATEP model
will be conducted, with a view to investigating
extending beyond teacher training into other
specific needs industry areas, and the
possibility of delivering from other centres - Flexible Human Resourcing arrangements
- EQ shall review current practices for recruiting
teaching staff in the 23 identified Indigenous
schools, with a view to increasing the number of
schools in the process in 2004

- Recruitment and employment strategies
- The implementation of the Aboriginal and Torres
Strait Islander Peoples Strategy for employment,
along with the establishment of a statewide
support network for Indigenous employees. - Funding for success - incentive and structured
support - Schools, districts and Central Office will
develop strategies in consultation with parents
and community to ensure funding has the greatest
impact in the priority areas. Consideration will
also be given on how to utilise supplementary
funding to support and reward schools/districts
achieving targets.

- Innovations
- Centres for Excellence in Indigenous Education
- EQ will commence the identification of up to
eight schools as Centres of Excellence in
Indigenous Education, who can showcase practices
enabling them to meet or exceed the priority
targets - 7 schools have already been identified, those
being - - Cherbourg State School
- - Badu Island State School
- - Cunnamulla State School
- - Mitchell State School
- These schools shall be exemplary leaders in the
improvement of educational outcomes for
Aboriginal and Torres Strait Islander students.

- Innovations cont.
- High Achiever Principals Network
- EQ will commence the establishment of a network
of high achieving principals to foster leadership
in Indigenous education. The network will
consist of up to 10 principals, and they shall
receive funding to share practices and innovative
strategies to others via programs such as work
shadowing, mentoring, PD workshops and
teleconferencing. - 7 principals have already been identified to be
part of the group, those being - Chris Sarra, Cherbourg
- Steve Foster, Badu Island
- Chris Jewel, Cunnamulla
- Angela Douglas, Woorabinda

- Strategies for sharing and celebrating success
- A critical component of the Action Plan is
identifying activities, practices and initiatives
that are working towards achieving across all
priority areas. The key innovations for
identifying, rewarding and sharing success
include - - the rejuvenation of the Partners for Success
website to support the implementation of the
Action Plan - - the creation of a Partners for Success portal
within the Curriculum Exchange, in order to
provide schools with best practices ideas across
all KLAs - - the development of a success stories template
for schools to input and share ideas with other
teaching staff

- Partnerships with key stakeholders
- It is imperative that long-lasting partnerships
are formed with - Aboriginal and Torres Strait Islander parents and
community. - Schools and districts should be guided by the
efforts of their Indigenous Education Workers
(IEWs), who form the critical linkage between
the community and school. - This linkage will also be further enhanced via
the establishment of the EQ Aboriginal and Torres
Strait Islander Advisory Group, who shall provide
the department with advice relating to all
aspects of Indigenous education, including the
implementation of - Partners for Success.

- Accountability mechanisms and processes
- In order to ensure a transparent and rigorous
approach to accountability at all levels of the
department occurs, mechanisms shall be introduced
to provide this structure. Some of these
measures include - School Indigenous Education Profile
- Targets/strategies negotiated with schools by the
Executive Director (Schools) - Partners for Success component of School Annual
Report and Operational Plan - 5 point indicator scale
- These processes shall enable schools and
districts to identify specific areas of need, and
encourage future planning on how - best to combat these issues.
