- A national association of local authorities
uniting the majority of Estonias rural
municipalities in all of Estonias 15 counties. - 156 members as of 15 April 2007
- The Association was first established on 20
November 1921, functioned till 1940 and resumed
its activities in 1990.

- To contribute, based on joint activities, to the
overall development of local government, to
represent its members and protect their common
interests, to promote inter-member cooperation
and create possibilities for improved fulfillment
of tasks assigned to its members by law.

of market for some services (energy audits),
development of know-how, practice of energy
services

production, distribution and consumption - promotion of investments to energy efficiency
through direct grants, obligations to energy
suppliers and instruments rising the
attractiveness of energy efficiency investments - fulfilling the obligations of Member State to the

getting prepared for actions under Commissions

- To be sure that energy saving measure has been
effective - we must have comparable data before
and after implementing measures. - For this purpose (data collection, analyze and
use) we can use common template for consumption
data.(KULU)

17Demand for soft finances from the Municipalities
- 2005 (Phare ESC 2003)
- 94 applications were made on summa 162 MEEK
(10,35 MEUR). - 22 were financed in total amount of 31,3 MEEK (2
MEUR). - The purpose of the supporting scheme was to
improve energy efficiency on the level of
Municipality.

20Who will go to EE kindergarten or school?
- Demographic curves show that with today's birth
rate on 2050 will be about 1 million resident.
(today 1,3 million) - Last 5 years every year some schools have been
closed mostly on rural areas.
