    agencies ? ODA Contestable Fund
  • 6 rounds to date, 65 initiatives, 20.1m

Purpose of the GAF
  • Sustainable development outcomes in partner
    countries
  • Improved coordination and coherence of ODA
    delivery
  • Encourage Whole of Government (WHoG) approach to
    development

Eligible Applicants
  • Eligible applicants
  • New Zealand government departments/agencies
  • statutory authorities undertaking non-commercial
    activities
  • Subcontracting permissible if
  • follows procurement process
  • eligible applicant retains ownership,
    accountability, adds value

Eligible Activities
  • strengthening of political and economic
    governance law and judicial systems
    key-accountability institutions
  • improving public service delivery
  • technical assistance
  • improving natural resource management and/or
    assisting the better management of the
    environment
  • strengthening inter-agency linkages between NZ
    agencies and their counterparts
  • secondments

Criteria for Eligibility
  • Primary development focus
  • DAC-able those financial flows to developing
    countries and to multilateral institutions for
    developing countries which are administered with
    the promotion of the economic development and
    welfare of those countries as its main objective
    OECD Development Assistance Committee

Eligible Costs
  • The GAF will support the following
    activity-specific costs only
  • New Zealand Government Agency Personnel
  • - real costs of supernumerary or backfilling the
    time of participating New Zealand government
    officials
  • - fixed costs (staff salaries, corporate
    support/overhead costs will not be funded).
    Salaries of counterpart agencies may be
    considered.
  • Counterpart Agency Personnel
  • The real costs for counterpart agency work
    attachments and secondments

Eligible Activity-Specific Costs
  • Procurement
  • - The cost of essential items required for the
    successful completion of the activities
  • Training
  • - The cost of trainers, consumables, venues etc
  • Other costs
  • Essential activity costs e.g. incidental costs
  • Airfares
  • Per diems (including accommodation, meals,
    incidentals and ground transport)
  • Medical insurance for officials of partner
    countries in New Zealand

Duration Location
  • Currently funds up to three years
  • Additional phase funding requires evidence of
    review/evaluation
  • Primary focus Pacific
  • Initiatives benefiting other countries, regions,
    sectors, and/or relationships important to NZ
    considered
