Assessment of the Principal Learning
  • The criteria refer to the requirement for the
    delivery of applied and experiential
    learning.
  • Internal assessment - by teachers/tutors on
    learner performance in applied settings.
  • External assessment - set and marked by the
    awarding body. Principal Learning
  • Level 1 30 glh out of the total 240 glh
  • Level 2 60 glh out of the total 420 glh
  • Level 3 120 glh out of the total 540 glh

Personal learning and thinking skills (PLTS)
  • Framework for PLTS 6 Skills
  • Creative thinkers, Independent enquirers,
    Reflective learners
  • Team workers, Effective participators,
    Self-managers
  • Teaching and learning of these may be integrated
    across the whole curriculum
  • Assessment of PLTS to be integrated within
    Principal Learning
  • Achievement of PLTS will be recorded separately
    in the learners Diploma transcript of
    achievement.

Functional skills
  • Functional skills to be assessed and awarded as
    discrete qualifications (it is expected that
    delivery will be across the curriculum).
  • Learners following the National Curriculum
    alongside a Level 1 or 2 diploma may be learning
    the basics of a functional skill within their
    GCSE work and applying it within their
    specialised Diploma work.

The Project
  • Levels 1 and 2, and the Extended Project at Level
    3 will be assessed as discrete qualifications
    that touch upon at least one aspect of Principal
    Learning.
  • There are four assessment objectives
  • Manage
  • Develop and Realise
  • Use Resources
  • Review
  • Internal Assessment Externally Moderated
  • Use Resources will be weighted at Levels 1 and
    2
  • Develop and Realise will be weighted at Level 3
  • Learners will choose their project topic in
    negotiation with teachers, mentors or tutors. It
    is intended that many learners working towards A
    Level programmes will also undertake the same
    Extended Project.

Work experience
  • It is a requirement that a learner undertakes
    work experience to achieve the Diploma (10 days
    minimum)
  • The learner transcript will record that this has
    taken place
  • There is no requirement to assess the learners
    performance during their work experience.

Additional/Specialist Learning
  • This can include qualifications, and units,
    derived from Section 96
  • No features of these qualifications, including
    the assessment, would differ from the current
    arrangements outside the Diploma
  • Any new provision developed for
    Additional/Specialist Learning will need to be
    accredited by July 2007 for first teaching 2008
  • Awarding bodies and Diploma Development
    Partnerships will provide guidance on appropriate
    choices, but with considerable flexibility and
    choice within this component.

Assessment units
  • Within both Principal and Generic Learning,
    assessment units will be set in multiples of 30
    guided learning hours (glh)
  • At Levels 1 and 2 this will require units of
    either 30 or 60 glh
  • At Level 3 some units may be larger at 90 glh.
  • Unit sizes are consistent with those in existing
    qualifications, e.g. GCSE, GCE, OCR Nationals.
  • Additional/Specialist Learning could include
    existing qualifications, and accordingly rules
    have not been set for unit sizes in this
    component.

Proposed Component Size

  • At Levels 1 and 2, 60 glh of Generic Learning
    will be allocated to PLTS with a further 60 glh
    allocated to the project.
  • At Level 3, 60 glh of Generic Learning will be
    allocated to PLTS and 120 glh to the project.
  • 50 of Principal Learning at all levels must be
    applied and assessment arrangements will need to
    reflect this requirement.

GCE and GCSE subject redevelopments
  • Part of the 14-19 Reform is the redevelopment of
    GCSEs and GCE A Levels
  • This is independent from, but complementary to
    the development of specialised Diplomas.
  • GCSEs and GCEs are being identified by DDPs as
    appropriate qualifications for Additional/Speciali
    st Learning within their line of learning.

GCE
  • New A Levels due for first teaching in 2008
  • Most A Levels will contain four units, except
    with sciences, music and small entry MFL
  • Internal assessment will be included only where
    it is essential. There will be no optional
    internal assessment
  • Specifications will provide opportunities for all
    six key skills at Levels 2 and 3 and include key
    skills signposting
  • The quality of written communications will be
    integrated into assessment rather than being an
    add-on
  • Synoptic assessment is required in every A2 unit
    rather than there being one synoptic unit and
    will apply to all units whether externally or
    internally assessed
  • Unless subject criteria agree otherwise, the
    maximum examining time for external assessment
    will be three hours at AS Level and four hours at
    A2
  • At this time of writing, guidance on stretch and
    challenge is imminent
  • All A Level specifications will be submitted to
    QCA by March 2007

GCSE
  • QCA will soon be consulting upon both
    qualification and subject criteria for GCSE.
  • With the exception of Maths and Science, all GCSE
    subjects will be redeveloped for first teaching
    in September 2009.
  • Following on from last years coursework review,
    it has been decided that for 2009, coursework
    will not be as widely available across all GCSE
    subjects as it is at present.
  • It will almost certainly remain in more practical
    subjects such as Art, and Design and Technology
    but with measures in place to ensure fairer and
    more reliable assessment.
