Partnership Forum Themes

• The Country Coordinating Mechanism (CCM) is a key
  element of the Global Funds structure.
• The Global Fund to Fight AIDS, Tuberculosis
  Malaria was established as a financing mechanism
  to scale up programs for prevention, care,
  treatment, and support
• The Global Fund was created to significantly
  reduce infections, illness and death
  (results/Impact)
• The Global Fund supports other partners to
  achieve their goal and objectives by providing
  additional financial resources.

CCMs

• Need for greater guidance on structure, role and
  function of CCM
• Consultation, communication and coordination
  essential but difficult to achieve
• Issues of conflict of interest
• Need for financial support for CCMs/ CCM
  Secretariats
• Not representative NGOs and Private Sector
  still excluded or token involvement
• Still persistent mistrust amongst partners
  in-country

• Role of the LFA active vs passive
• Speed and flow of funds still too many delays
  and bottlenecks
• Selection of PRs and SRs more guidance and
  parameters required
• Performance-based funding Phase 2 security of
  grants and reasons for discontinuations
