Title: Collaborative Model of Data Management
1Collaborative Model of Data Management
- Why Data Managers Cant do it alone
2- The benefits to managers, scientists, and the
public from inventory and monitoring projects are
substantially affected by the ability to keep
track of data from the time they are gathered
until and while they inform a decision making
process.
3- Keeping track of data can involve timeframes of
several years and include changes in information
technology, turnover in staff, new scientific
insights, and shifting priorities.
4- Data Manager as Coordinator of Data Stewardship
The fundamental responsibilities of the Network
data manager role is to understand Program and
project requirements, create and maintain data
management infrastructure and standards, and
educate, communicate, and work with all
responsible individuals to achieve stated data
management objectives.
5- Data Stewardship IS NOT
- a position (a role)
- The responsibility of a single individual
6- When a Data Steward role is established . . .
An unmanageable burden (real or perceived) is
placed on a single position/person. Others who
have responsibilities related to data are more
likely to under perform.
7- Data Stewardship IS
- sharing the responsibilities for managing data
and information resources - promoting mutual accountability for specific
tasks (responsibilities) assigned to each
position (role)
8- Every individual involved in Network business
must understand and perform data stewardship
responsibilities in at least one of four basic
categories. . .
9Category 1
- Production
- Creating data or information from any original or
derived source.
10Category 2
- Analysis
- Using data to infer, predict, qualify, and
quantify ecosystem elements, condition,
structure, and function.
11Category 3
- Management
- Learning, preparing and executing policies,
procedures, and activities that keep data and
information resources organized, available,
useful, compliant, and safe.
12Category 4
- End use
- Informing the scope and direction of science
information needs and activities, applying
available information (appropriately) to develop
knowledge that contributes to understanding and
managing park resources, and providing feedback
for improvements in data content and quality.
13Data Stewardship Categories
- Production
- Analysis
- Management

14A Framework for Data Stewardship
ROLE
RESPONSIBILITY
Record and verify measurements/observations
Project Crew Member
Oversee and direct project operations, including
data management for the project
Project Crew Leader
Inform data needs, apply results, provide feedback
End User
15Flexibility of the Framework
- Roles can be filled by one person or a group of
people. - Example
- End users working together as a group
(informally) or as a committee (formally) to
define the scope of information needs.
16Flexibility of the Framework
A single individual can fill multiple
roles. Example
- The project leader and natural resource
specialist roles are served by the same person
(position).
17Flexibility of the Framework
The framework emphasizes specific, representative
terms rather than talking/inferring about people.
- The framework relates to core competencies duty
statements, KSAs, awareness levels related to a
role.
18Flexibility of the Framework
The framework concept is simple, can be extended
to cover virtually all situations, and can
specify the finest details.

20Applying the Framework
- Appendix A (Draft). Overall Roles,
Responsibilities, and Awareness Levels - A comprehensive list of data stewardship roles,
responsibilities, and awareness levels for the
purpose of informing training plans, recruitment,
work plans, contract specifications, and other
operations involving data management.
