7Advantages
Secondee. ..(CDLO) Create SPOC for the service,
all regulators government departments. Enable
the progression of the application for civilian
powers to be given by Secretary of State, force
development of involvement etc (CLO?) act as
National Coordinator for national /
international investigations e.g Op Enfield
8Joint role
Some areas need a dedicated full time CLO Others
could be an add-on role Similar experience and
skills required for both CDLO CLO Generic JD
soon to be ratified by ACPO Precursor Group
9National Overview
Like APCDLO - CLOs need someone at the centre to
drive this presently lumbering disjointed machine
to create a jigsaw with over 43 pieces. Need to
move from being an old Ford Escort with a couple
of wheels missing to a well maintained Ford
Galaxy We dont need a Rolls Royce (would be
nice!) Needs coordination of more than 43
players to put the pieces together Q Are some
of the pieces missing? Q Who is coordinating
putting those pieces together and making them fit
to make a worthwhile picture?

A newly created role to work alongside the
service and SOCA to coordinate and ensure that
cohesion and all other support mechanisms
required are provided to give a good service -
A Police Liaison Manager
(not me
I am already busy) to work alongside an
established network of staff dedicated to the
role which is supported by their senior management
11Future Developments?
Recognised and established role nationally
including training Formal agreed links/processes
through SOCA? Creation of Police Liaison Post
and network? Possible creation of new
association for CLOs? (Maybe linked to
APCDLO?) Possible joint regional and national
meetings for CDLOs and CLOs ?
