3BALTREL was founded in May 1998 as a forum for
promoting a common electricity market in Baltic
Sea Region, and is now concluding a three -year
study programme focused on matters of importance
for establishing mutual trust and confidence, as
well as common understanding and frames of
reference that are vital for enabling a common
electricity market to develop in the

policy should or can be applied to the
electricity market - synchronous solution in comparison with an
asynchronous one - open and profound analysis of system
responsibilities - harmonization of environmental regulations and
requirements in the - matters exerting influence on the supply
situation in a longer term must be analyzed
further in order to avoid future capacity
shortages
7TechnologicaL background for synchronous
interconnection
- Structure and regulation principles used in
NORDEL, UCTE and IPS/UPS power systems are
compatible - There is no gap in technical requirements of the
power systems - The actual quality of electricity in IPS/UPS is
much higher at present

- Opportunity for better use of the existing park
of generation capacities and primary energy
