civilians as possible.

Communication Groups

• Due to the limited communication channels, we
  have to cluster the agents in communication
  groups.
• In a communication group priority is given to
  messages from team members.
• Members exchange details about the local
  situation
• Manager summarizes group model to center

• Centers can optimize the membership of
  communication groups

• Translate the information gathered in the field
  to an overall World model
• Overall model will not be detailed, but useable
  for centers

• Example
• Two civilians are discovered by two
  ambulances
• Because they work near each other, they belong
  to a group
• Group members share their World Model
• Each ambulance can predict each others decision
• They dont have to coordinate their actions
  explicitly
