Neighbor sensing -gt link sensing

• Currenly
• neighbor sensing based on "nodes with interfaces"
• Proposed
• link-sensing, then reduction to "nodes with
  links"
• Advantages
• that's what implementors thought anyways,
• simplifies both the neighbor sensing and the MPR
  selection text,
• with only one interface OLSR looks like
  "OLSRv4",
• basically the same functionality as currently.
