- Generalist Local Government qualifications do not
require a specialisation. These may be
appropriate for New Apprentices and can be used
to develop Council induction programs - Generalist qualifications respond to the needs of
small Councils requiring multi-skilling and the
capacity to draw together skills from across a
range of functional areas.

- There are six specialist qualifications including
two new streams. - Administration qualifications cover skills such
as property rating, council elections, asset
maintenance, human resources, marketing, and
council-wide budgeting. - Regulatory Services qualifications cover
Implementation of legislation and compliance,
representing council at legal proceedings and
support of community-based crime prevention.

- Health Environment qualifications cover Human
and animal health regulation including
immunisation programs, monitoring of national and
state food safety standards, community health
related education, animal welfare and waste
management. - Land Management qualifications cover handling of
the natural and built environment including
development and management of ecologically
sustainable land management systems, protection
of heritage and cultural assets, consultation
with native title holders and pollution
minimisation.
15Specialist Qualifications
- Planning qualifications cover urban and land use
planning, geo-spatial data information,
management and development of the built
environment and management and protection of the
natural environment. - Operational Works qualifications cover civil
works, and construction (such as site
preparation), pavement, road bridge
maintenance, general construction, parks and
gardens, plant management.

24Model Induction Program
- Inductee attends induction program
- Completes and submits set activities in workbook
within 1-3 months after induction and 3-6 months
depending on the unit of competency - Gathers and submits supplementary evidence to
support knowledge and skills acquired - Assessment conducted by HR/Training/Line Manager
