1
Official Negligence
  • How Rodney King and the Riots change Los Angeles
    and the LAPD

2
HISTORY
  • Corruption has been embedded in the LAPD since it
was developed in the 1800s, the citys Marshall
and Sheriffs had no control over the acts of
violence that was occurring in Los Angeles .
  • Reformers rewrote the charter to direct the LAPD
on a more professional path and created a
    political party called the progressives.
  • Progressives Lost Control of the City of Los
    Angeles
  • Los Angeles experienced many corrupt Mayors and
Chiefs. There were many chiefs that made
    resourceful contributions.
  • One Chief had a vision of a world city

3
Cultural Deviation
  • Complaints on officers brushed under the rug.
  • Blue Code of Silence
  • Do what it takes to protect yourself if you feel
    that you are in danger
  • Because this is the Elite force we dont need any
help, LAPD can handle everything on our own.
  • Supervisors not holding subordinates accountable
    for their actions

4

Contributing Factors to the Riots of 1992

Riots After the King Beating
9
Structural Failure
  • A sergeant ordering inefficient officers to
perform an arrest on an aggressive suspect.
  • Ineffective Training
  • Inexperienced Judge trying a big case for the
first time and is letting her personal feelings
    get involved.

10
What went wrong?
  • LAPD was not ready for the riots
  • An officer who failed a baton demonstration two
hours before he brutally beat king was acquitted
  • A Liquor store owner who wrongfully shot a
fifteen year old girl was acquitted.
