DEPUTY CHIEF OF STAFF, TRAINING SIMULATIONS
HEIRARCHY
  • TSB Focus on Battalion
  • SIM BDES Focus on BDE/Group and Battalion
  • 1A Focus on ARNG Division WFX developing
  • GOCOM exercises

14
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
WHAT IS WRONG
  • GENERAL OFFICER COMMANDS (GOCOMS)
  • Many are early deploying, War-traced units
  • Most have FC 350-2 priority unit SIMEX
    requirements

THESE UNITS SHOULD NOT MEET FOR THE FIRST TIME
ON THE LD
15
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
WHAT IS WRONG
  • SIM BDES
  • Satisfy FC 350-2 requirements based on
    geographical positioning..
  • Do not exercise early deploying GOCOMs
  • OPTEMPO impacts FC 350-2 compliance efforts
  • No requirement for War-trace alignment

16
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
WHAT IS WRONG
Bottom line We are not focusing our resources
and efforts on the War-traced units that will
deploy, and will deploy early.
17
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
WHAT WORKS WELL
  • Within the existing SIMEX structure, experience
    shows
  • The BCTP planning model produces thorough
    exercises
  • The Warfighter exercise is an appropriate
    training tool for division staffs
  • SMTT gray beard (senior mentor) program is
excellent feedback tool works well in
Warfighters, now working well in BCST exercises

18
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
WHAT NEEDS IMPROVEMENT
  • Within the existing SIMEX structure, experience
    shows
  • Centralized scheduling process, facilitating
cross CONUSA / cross TSD coordination needs
    improvement (none extant)
  • Large scale, BOS or AOR aligned exercises appear
to lack sufficient training rigor and depth
  • Exercise planning / scenario development
expertise for larger, rigorous, War-traced GOCOM
exercises is lacking across the board

19
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
BOTTOM LINE
  • Lots of things work well
  • Some things need improvement
  • Current efforts do produce results,
however...must address the early deploying GOCOMs

20
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
HOW ARE WE GOING TO FIX IT
  • Use the BCTP, WFX exercise planning model
  • Use expertise from outside the CONUSA
  • Use SME input from the appropriate BOS school
  • Imbed GOCOM in an ARNG Warfighter exercise..

AND
Build a GOCOM simulation exercise that meets
the requirements of FC 350-2, and enhances the
capabilities and training of our early deploying,
War-traced units.
21
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
HOW WE WILL MAKE IT BETTER
  • FIRST U.S. ARMY HEADQUARTERS TAKES LEAD
  • Exercise design planning done by WXD
  • Sim Bdes assist as needed
  • WXD coordinate participation and expertise
    outside the CONUSA
  • Use doctrinally correct scenario
  • Focus exercise on an early deploying HQ
  • Incorporate War-trace / down-trace units
  • Encourage participation of USARC and NGB

22
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
  • CONDUCT GOCOM SIMULATION
  • WHO First U.S. Army and the priority GOCOMs
    within the AOR
  • HOW OFTEN Four to six year cycle optimal
  • SIMILAR IN DETAIL TO A DIV WFX
  • 1A / War-trace HQ acts as HHQ and EXCON
  • PRI GOCOM - exercised unit in the field
  • War-trace BDE - competitive units in the field
  • War-traced BN - man BDE work-cells in SIM center
  • POTENTIAL TO COMBINE UNITS IN FUTURE YEARS
  • Partner units based on BOS or War-trace
  • Probably no more than three GOCOMs in any
  • Single exercise

23
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
  • RSW
  • Initial Planing Conference
  • Determine unit(s)
  • Determine theater / scenario / road-to-war
  • Korea or SWA
  • Initial entry or mature theater
  • Determine HHQ
  • Simulation
  • Design exercise control/environment
  • Conduct seminar
  • Develop a theater / EAC order
  • Coordinate with War-trace HHQ
  • Determine OC package

24
DEPUTY CHIEF OF STAFF, TRAINING GOCOM SIMULATIONS
  • Determine location / conduct site survey
  • Sim Center requirement
  • Personnel
  • Equipment
  • SIM Center design
  • Communications architecture

Other standard exercise planning
21-27 MONTHS FROM RSW TO EXECUTION!!
25
WHAT IS REQUIRED FROM THE COMMANDERS IN THE FIELD
  • Think outside the boxit can be done
  • Support the plan
  • Focus training efforts on early deploying,
    War-trace units
  • Identify candidates for GOCOM SIMEX
  • Allocate SIM BDE resources and facilities as
    needed
