9The Performance Contract Opportunity
- It is a Procurement Mechanism that
- Allows owners to modernize facility assets.
- Can address a variety of cost saving initiatives
under one contract. - Results in energy and/or cost savings
- that cover the project costs.
- Projects can result in cost savings of up to
15-25 of utilities expenses. - A 15 cost savings for MUSC could fund 13 M in
infrastructure improvements over 8 years
(2.4M/yr. in cost savings). - Financed under the State Master Lease Program
(lease purchase with a maximum 12 year term).

Since a guaranteed energy savings contract does
not contribute to the indebtedness of the
university, a performance contract could provide
MUSC 13M or more in funding for deferred
maintenance and new HVAC equipment.
