The Performance Contract Opportunity
  • It is a Procurement Mechanism that
  • Allows owners to modernize facility assets.
  • Can address a variety of cost saving initiatives
    under one contract.
  • Results in energy and/or cost savings
  • that cover the project costs.
  • Projects can result in cost savings of up to
    15-25 of utilities expenses.
  • A 15 cost savings for MUSC could fund 13 M in
    infrastructure improvements over 8 years
    (2.4M/yr. in cost savings).
  • Financed under the State Master Lease Program
(lease purchase with a maximum 12 year term).

The Performance Contract Opportunity
  • Section 11-27-110 Lease Purchase or financing
agreement subject to constitutional debt limit

    efficiency products
  • Through a guaranteed energy savings contract
    (Section 48-52-670)

maintenance and new HVAC equipment.
