Title: GIS projects for Coastal Management:
1- GIS projects for Coastal Management
- a link between INSPIRE and GMES

Agenda
- Framework
- Coastal European database EUROSION
- User application in coastal environment
BRIDGE-IT project - GMES/GSE services in coastal environment
COASTWATCH project - Conclusion
3Framework
1. Framework
4Framework
- Institutional framework
- International conventions for environment induce
a need for information and integrated
applications compliant with the users needs (ex
ICZM, Water Framework Directive) - Good policy relies on quality information
- Need for harmonisation of information to
facilitate its use and dissemination among
European users. - Need to support the availability of spatial
information. - Need to provide users with services to identify,
access, consult and use spatial information - Answers
- INSPIRE creation of a European Spatial Data
Infrastructure - GMES/GSE creation of services compliant with the
user needs

6Framework GMES/GSE Coastwatch services
Sustainability of the coast
Thematic services in response to policy
requirements
Services components supplying wide range of
information
7Eurosion project
2. Databases Eurosion example
8Coastwatch initiative and GMES
- One of the Thematic projects supported by the
European Commission, DG Env  Environmental
stress in Europe - Start February 2002
- End May 2004
- Goals
- Provide a European Level Database of the entire
coast towards coastal erosion at scale 1 100 000 - Compile and analysis lessons learnt from past and
ongoing shoreline management practices at the
local level - Formulate a set of recommendations for designing
shoreline management policies and enhance coastal
information management at all levels of
administration
9Eurosion introduction
- Adoption of INSPIRE recommendations for standards
- Metadata documented according to ISO 19115
standard and ISO 19000 series - Data harmonised according to EUROSTAT/GISCO rules
and naming convention - Interoperable with others existing metadata
standards (Dublin Core, GELOS, ETC/CDS).

2. User application example of IMR application
of BRIDGE-IT project
15BRIDGE-IT introduction
- Supported by the European Commission, within the
5th Framework Programme, DG Information Society - Start April 2002
- End April 2004
- Goals
- Design and demonstrate innovative and generic
technology aimed at developing use of geographic
information in various application fields, in
particular to environmental information management
16BRIDGE-IT Introduction
- Integrated tool for natural resources management
(fish stock) in response to regional concerns - Increasing need from coastal user communitity for
for an integrated tool to access environmental
issues - Data dissemination
- Use of complementary sources of information
in-situ data, EO and models - Adoption of INSPIRE recommendations in terms of
service implementation - Implementation on Internet http protocol
- OGC standards for the components (Web Map Server
(WMS), Web Coverage Server (WCS) and Web Feature
Feature (WFS))

bathymetry
21GMES/GSE services
- 3. GMES/GSE Services
- COASTWATCH project
22Coastwatch initiative and GMES
- One of the 10 GSE projects started in 2003
- Goal provide a
- global information servicefor European coastal
environment - A reference access point
- To deliver certified information products
incorporating EO data - As support to environmental policies (ICZM, WFD,
others) - From regional to European level
23Coastwatch service components
- 5 service components
- Coastal indicator service that deliver data for
environmental stress indicators in European
coastal areas - Coastal Land Cover and Land Use Change Mapping
service that provides maps and indicators for
monitoring land cover changes - Coastal Flood Risk Mapping service that supports
regular monitoring of sea defense based on
coastal flood risk assessment - Water Quality Monitoring service that delivers
near real time and historical maps information
such as water clarity, sea surface temperature - Wave Exposure Mapping service that delivers near
real time and statistical information about waves
for monitoring state and dynamics of the sea
