  • 10 years open book contract (starting in 2004)

Terms of Contract
  • Follows a guarantee performance model
  • Contract includes 15 profit plus a 10 premium
    for the guarantee of savings
  • Includes a virtual bank in which savings
    generated over a year are accrued
  • The virtual bank pays the monthly savings to ESCO
  • This virtual bank will cover any eventual
    savings shortfalls for a month (if excess fund
    remains)
  • The ESCO will pay the shortfall if the virtual
    bank is empty
  • Special provisions
  • If college decides to buy-back contract, half the
    savings in the virtual bank will be remitted to
    ESCO
  • Allow extra savings in virtual bank to be
    reinvested in further energy savings measures

Project Included the Following Measures
  • Lighting efficiency
  • New wiring scheme One ballast for four T8 lamp
    fixtures (instead of one for two)
  • Implanted on 80 of colleges total fixtures
  • HVAC (climate control)
  • Variable speed drive (VSD) system installed on
    two large ventilation systems
  • Replacement of 175 constant volume terminal boxes
    for VAV boxes (variable air volume)
  • Motion detectors installed in rooms
    (automatically reduced air flow to 40 when
    unoccupied)

Measures Continuation
  • Off-peak heating
  • Existing electric boiler, de-rated from 2,800 kW
    to 1,000 kW, so it could provide low cost
    off-peak heating during night
  • Boilers system upgrade
  • In the past, an absorption chiller was installed
    resulting in an over-size boilers capacity for
    their needs
  • Kept one large boiler, to be used during the
    winter peak period
  • Replaced the other large boiler with two smaller
    units, providing better efficiency during low
    load conditions

Project Results
  • Savings have been greater than expected
  • Beginning of discussions on the use of virtual
    bank savings to implement new energy efficiency
    projects
