Lorraine Technology Plan to Regional Governance

• 1996 outcomes of RTP project Regional
  Innovation Charter signed by all intermediaries
• 3 years to transform into roadmap and action plan
  for innovation in region
• Roles of regional partners in implementing action
  plan clearly defined
• Clear innovation governance in region enabled
  utilisation of many EU funded programmes to
  support innovation in co-ordinated way (IRC, EIC,
  Thematic Networks, Interreg, Innovative Actions,
  etc)
• Goal 2004 onwards - Lorraine as most efficient
  French innovation system

RPIA - Madeira

• Focussed on developing RIS and RSDS
• More than 100 organisations in partnership
• Created a regional dynamic around innovation
  not just about technological innovation also
  culture, entrepreneurship
• 26 pilot project ideas generated
• Re-programmed ERDF budget of 30m for project
  implementation

ERIK Network

• Very diverse experiences across network
• Good practice, exchange of processes and
  approaches, support to regions
• 4 Thematic groups developed practical
  indicators to analyse and benchmark between
  regions
• Policy recommendation EU SFs should continue to
  provide opportunity for experimentation and
  testing for regional innovation policies
• ERIK / IRE working together / joint services?

• RPIAs valued by regions as opportunity to take
