• Method just announced will last at least three
  years
• Purpose of this session blue skies thinking
  to inform nature and timetable for fundamental
  review (will include TRAC)

Current principles

• Similar resources for similar activities
• Resources HEFCE teaching grant plus (assumed)
  fee income
• Institutions wishing to expand should bid for
  additional student numbers
• Block grant institutional allocation

Measuring and funding activity

• Model calculates a notional allocation of
  resource based on the number and profile of
  students. It reflects
• Provision-related weights subject, mode, level
• Institution-related weights (such as London
  weighting, specialist premiums)
• Student-related allocation widening access and
  improving retention
