4What is a GHG Inventory?
- A detailed report of a countrys greenhouse gas
emissions - Covers Carbon Dioxide (CO2), Methane (CH4) and
Nitrous Oxide (N20), as well as some other
optional gases for (hydrofluorocarbons (HFCs),
perfluorocarbons (PFCs) and sulphur hexafluoride
(SF6), carbon monoxide (CO), nitrogen oxides
(NOx), non-methane volatile organic compounds
(NMVOCs) and sulphur oxides (SOx)) - Inventory year Optional, but 2000 if possible
- Limited to emissions from human activities (i.e..
not part of natural cycle) - Includes sources (e.g. pollution) and sinks (e.g.
forests) - Provides a best estimate of a countrys GHG
emissions
5Source/Sink Categories
- Energy
- Industrial Processes Product Use
- Agriculture, Forestry Land-Use Change
- Waste
- Note These are based on Draft 2006
Guidelines (IPCC)
6Process for GHG Inventory
- Coordinated by MNREM Climate Change Section
- GHG Inventory Working Group
- MoF, EPC, MAF, MCIL, NUS, USP, MWTI
- MNREM Forestry, Waste, Climate Services and
Climate Change sections - National Climate Change Country Team (NCCCT)
reviews outputs from working group.
7Methodology
- IPCC 2006 Guidelines
- Provide detailed methodology for each source
category - Guidelines for uncertainty management and quality
assurance - Samoa used these guidelines to develop
country-specific methodologies
8General Approach
- Activity Data
- x
- Emission Factor
-
- Emissions
9Steps to be taken for each source/sink
- Step 1 Determine what input data is required
- Step 2 Determine what data is available
- Step 3 Fill data gaps
- Step 4 Select emission factors
- Step 5 Calculate emissions

14Key Challenges
- Availability of data
- Limited Understanding of key sectors
- E.g. - how much waste is produced each year? How
many cows are there? - Defining an acceptable level of accuracy.
- How much effort do we put in?
- What benefit do we achieve?

16Opportunities
- Integrated approach
- Building on existing work
- Waste Section
- Min of Agriculture
- EPC etc.
- Contributing to other objectives
- Improving waste data?
- Better understanding of industrial pollution?
- Analysis of forest cover?
