  • UN agencies and IOM (HQ level)
  • To meet General Assembly reporting and
    accountability obligations, CERF grant
    recipients must provide an annual report due in
    April
  • Humanitarian/Resident Coordinators (HC/RC)
  • Annual narrative report (due 5 April)
  • Mid-year progress report (due 5 August)

Reporting by these deadlines will enable OCHA to
meet the UNs reporting obligations to the
General Assembly and ECOSOC

  • Purpose
  • Ensure that humanitarian agencies retain primary
    responsibility and accountability for funding
    received
  • Format
  • UNDG or agency standard format used for donor
    reporting or CERF Annual Narrative Report

  • Purpose
  • Information for the Secretary Generals Report

    use of the CERF (due in late May)
  • Format
  • Template (Use of the CERF Report of the

  • 4-6 pages for the narrative report and 1 page
    per success story" per cluster/sector

    (due in early September) and the Advisory Group
    meeting (scheduled for October)

  • 1 January to 30 June of the same calendar year

Financial Reports
  • Interim certified financial statement (due by 15

  • Final certified financial report (due by 30 June)
  • Disbursement specific statements 6 months after
    RR funds transfer

  • CERF disbursements are considered advances and
    are not reported as expenditures until financial
    income statements are received for the funds
  • Trust fund expenditures are reported by the
    Secretary-General to the General Assembly in a
    class structure format similar to the class
    structure formats used by UN agencies.
  • Accounts requires expenditures to be reported in
    the same format that OPPBA uses when reporting UN
    finances to the legislative bodies

    undertaking talks with the UN Controllers Office
    to reach viable solutions to the financial
