4Newlincs EFW PlantOverview of PPC Process
- The plant requires a PPC Authorisation to
operate. This is issued by the EA. - The operator of the plant must demonstrate to the
EA that he has minimised the environmental impact
of the plant before being issued with an
authorisation. - The EA must consult with specified bodies during
the authorisation process.

- The Newlincs application was accepted in April
2003. - Consultation started in April 2003 and most
responses have been received. - The EA require further detailed information from
Newlincs and will be requesting this shortly (The
Schedule 4 Notice).

- NE Lincs PCT - No significant concerns regarding
risk to the local population - Food Standards Agency - Unlikely to be any
unacceptable effects on the human food chain - English Nature - No adverse effect on the
integrity of the protected areas (e.g. SSSI,
SPA, SAC)

- EA require more information before determining
the application and this will be requested in
early July. - It is estimated that this information would be
available by the start of September. - Providing no more information is required from
Newlincs then a decision on whether to issue a
PPC permit by the end of the year.

- QWhat are the compliance limits?
- 1.Numerical emission limits. Set by Waste
Incineration Directive and EA Guidance e.g.
carbon monoxide concentration in stack of 100
mg/m3 continuously measured. - 2.Numerical operating conditions. Set by Waste
Incineration Directive and EA Guidance e.g. No
waste to be incinerated if temperature less than
850 deg C.

- Q How does the Agency ensure compliance with
permit conditions? - 1.The current target for Agency inspections of
MWIs is 12 per annum, 6 of which are unannounced. - 2.The operator must maintain records of operating
conditions e.g. waste feeds, temperatures,
emission concentrations.

- Q How does the Agency ensure compliance with
permit conditions (contd)? - 3.Agency monitoring contractors attend the site
on an unannounced basis once per year to measure
the emissions. - 4.The EA have a performance auditing system (EP
OPRA) which is applied to all PPC sites annually
in order to benchmark performance.

- Q How can the public find out how the plant is
performing? - 1.Reports from the operator are placed on the
Public Registers e.g. monthly, quarterly, six
monthly and annual emission monitoring,
improvement programme responses, notices of
breaches of conditions. - 2.Summaries of Agency inspections and the results
of our monitoring checks are placed on the Public
Registers.

- The EA are currently in the middle of the PPC
permit determination process - Incineration plants have to comply with the
latest European operating and emission standards - The EA independently monitor the releases from
incineration plants, carry out inspections and
make this information available to the public
