School Standards Grant (SSG)
  • New formula based on an amount per schools plus a
    per pupil amount.
  • Schools receive a per pupil increase of at least
    3.4 in 06-07 and 3.7 in 07-08.
  • From April 2006 SSG can be spent on extended
    activities.

School Standards Grant(Personalisation)
  • Announced in the Budget
  • 220m 06-07 365m 07-08
  • 15 by pupil numbers
  • 35 by Free School Meals
  • 50 by low prior attainment

School Development Grant
  • Made up of 10 previously separate grants for
    schools.
  • Schools allocation based on the total of the
    2005-2006 predecessor grants.
  • Allocation increased by a percentage per pupil
    (3.4 in 06-07 and 3.7 in 07-08)
  • LAs can retain up to the same cash amount as from
    the predecessor grants.

Leadership Incentive Grant
  • Ended as planned in March 2006.
  • New funding for 06-07 and 07-08
  • Secondary schools with at least 20 FSM - 120k
    06-7, 125k 07-08
  • Other ex-LIG schools get transitional grant to
    ensure lose no more than 2 of 05-06 budget in
    06-07

Targeted Grants
  • Targeted at particular schools or types of
    school.
  • Pump-priming over a specified timescale.

Local Authority Grants
  • Grant that can be spent entirely at local
    authority level.
  • Some grants ring-fenced, some have limited
    virement.
  • Two grants are completely un-ring-fenced.

Matched Funding
  • Following grants spent at local authority level
    continue to require an LA contribution
  • Broadband Connectivity Grant
  • Primary Strategy Central Coordination
  • Secondary Strategy Central Coordination
  • Playing for Success

Local Area Agreements
  • A number of grants can form part of Local Area
    Agreements.
  • These will become part of the Local Area
    Agreement Grant paid by Department of Communities
    and Local Government
  • LAA grant is un-ringfenced but is intended to
    support the outcomes set out in the LAA.

The future Key Questions
  • Now we have the Dedicated Schools Grant, do we
    still need separate grants to schools such as SSG
    and SDG?
  • What should the balance be between stability and
    flexibility in distribution?
  • What should the criteria be for targeted grants
  • Should we ring-fence grants? If so, in what
    circumstances?
