- What Can the CJSC Do For You?
- Provides a process for providing LE mutual aid
for large-scale events. - Provide resources and equipment to LE agencies,
as consistent with national priorities and
regional strategies. - Provides a vehicle for funding specialized LE
training and exercises consistent with regional
strategies.
9SCTF Mission Statement
- To foster and advance the capabilities of public
safety providers, elected officials and other
stakeholders in every political sub-division of
the region to protect lives and social / economic
infrastructure from terrorist or other large
scale threats or incidents. - SCTF will take a leadership role to facilitate
the development of a comprehensive regional
counter-terrorism program that will address
planning, prevention, response and recovery
issues.
10SCTF Strategic Objectives
- Develop and implement a region-based threat
assessment and response strategy to acts of
terrorism or other hazards. - Develop a comprehensive, multi-jurisdiction and
multi-agency response plan to acts of terrorism
or other hazards. - Implement an effective and efficient incident
management system to support and sustain
emergency response operations. - Develop and administer a plan for the management
of long-term recovery of the Region in the
aftermath of a terrorism or other hazardous event.

- To achieve and sustain capabilities that enable
the Nation to collaborate in successfully
preventing terrorist attacks on the Homeland, and
rapidly and effectively responding to and
recovering from any terrorist attack, major
disaster, or other emergency that does occur to
minimize the impact on lives, property and the
economy.This state of national preparedness will
be achieved by reaching risk-based target levels
of capability, and sustained by measuring
readiness and directing resources to areas of
greatest risk and need.

13SCTF StrategicPlanning Assumptions
- Any regional response must build upon the
elements of mutual aid that are used on a daily
basis - Where possible, all equipment purchased through
SCTF will have a dual use capability - Local response agencies will be on their own
for the initial 24 hours before state resources
and up to 96 hours before federal resources will
arrive - SCTF decisions are based upon regional needs
and perspectives vs. local perspective

- General Objectives and Scope
- The primary objective would be to develop a SCTF
region-wide Standard Operating Guideline (SOG). - We will work independently, but cooperatively
with PEMAs Safe Schools initiative.

- Adopt an All Hazards approach that would be
implemented for all educational institutions and
criminal justice agencies.Â

- with a fairly detailed framework.

- SOG would include prevention, response,
mitigation, suppression and recovery strategies
by pre-planning to eliminate unmet needs or
expectations and to help ensure relative
uniformity of protocols throughout the region. - The SSWG will focus on two primary areas
Pre-School through Grade 12 and Higher Education.

- SCTF will provide funding support for
- Direct costs and fees for required training

LE attending required training or participating

perform their duties.
