3Not Your Usual Science Team (1)
- NPP a joint activity of NASA the Integrated
Program Office (IPO) - The IPO has selected Northrop Grumman (NGST)
its partner, Raytheon as the System Contractor - Shared System Performance Responsibility (SSPR)
contract - Government SSPR contractor share responsibility
- NGST role similar to that of GSFC in EOS Program
- Sensor subcontracts
- Design build sensors
- Developed/adapted algorithms
- NGST tests, improves algorithms converts to
operational code - Government role in sensors/algorithms is advisory
- Government plays strong role in validating
products - NASA participates in process through OATs IPTs

- Unlike traditional NASA science team the NASA NPP
Science Team does not develop algorithms . It
compares evaluates them - The primary output of this science team is a set
of reports recommendations to NASA on how to
make use of the operational product stream to
support NASAs goals - The NASA NPP Science Team represents a pool of
expertise that can benefit the development of the
operational system - NGST has been informally drawing upon Terra
Aqua expertise - NGST Algorithm Performance team is here in
significant numbers to build new bridges as
appropriate - NGST is working to in a non-research mode
- Priority is to meet specifications, including
timeliness - Not science driven. Limited opportunity for nice
to have - Interfaces are necessarily limited
- NASA will use the Project Science Group (PSG) as
the interface between the NASA NPP Science Team
NGST - Direct interaction only in a pull mode from
NGST or the IPO

Potential Ways
- There are three ways for individual N2ST members
to interact with the industrial partners - Facilitated by the Project Science Group (PSG)
which participates in the NPOESS program IPT
structure - By virtue of N2ST members participation in the
IPOs OAT - At the invitation of the SSPR industrial partner
on specific short term items

9Conflicts of Interest
- Government is in partnership with NGST in a
Shared System Performance Responsibility
Contract - Government goal is to make maximum use of
contractor provided data products - Some team members have contractual arrangements
with NGST/Raytheon or their subcontractors for
specific duties - The Project Scientist reviews those activities
with the SSPR to verify that no duplicate funding
is occurring - Sometimes there may be 1 analysis and 2 sets of
recommendations, based upon the differing
perspectives of the SSPR and NASA - No significant problems in cases identified to
date - Inform the Project Scientist if you think there
may be an issue - If you have or are negotiating consulting
arrangements with competitors of the SSPR its
subcontractors, inform them the Project
Scientist
