Reading First Eligibility
  • District (LEA) must meet LEA eligibility
    criteria
  • Student Performance
  • Poverty
  • School Improvement
  • And
  • School/s within LEA meet school eligibility
    criteria
  • Student Performance
  • Poverty
  • School Improvement

LEA Eligibility
  • 65 OR 275 students scoring below the 50th
    percentile on the 3rd Grade Reading ITBS (Student
    Performance).
  • AND
  • LEA is part of an Enterprise Community or
  • Empowerment Zone OR
  • LEA has 6 or 50 schools identified
  • for school improvement OR
  • LEA has 15 or 6,500 children
  • in poverty under section 1124 (c) of
  • ESEA.

School Eligibility
  • 70 OR 44 students scoring below 50th
    percentile on 3rd grade Reading ITBS
  • AND
  • School is identified for school
  • improvement under Title 1, Pt. A
  • OR
  • School has 40 of children qualifying
  • for Free and Reduced Lunch status
  • based on October 2004 count.

Private School Eligibility
  • Must reside within the jurisdiction of an
    eligible public school.
  • If the eligible public school does not receive
    funding, the private school is not eligible to
    receive services.

  • LEA must consult with eligible private schools
    regarding the Reading First grant opportunity.
  • Eligible private schools should be offered
    equivalent support as eligible public schools
    would receive.

Private School Consultation
  • Must be TIMELY and MEANINGFUL
  • Should take place during design, development,
    implementation
  • Include meetings of LEA and private school
    officials and occur before the LEA makes any
    decision that affects the
  • opportunities of private school children
  • LEA maintains written affirmation
  • signed by officials of each
  • participating private school that consultation
    has occurred

  • At a minimum must address
  • What services will be offered
  • Size and scope of services
  • How decisions about delivery of services will be
    made
  • How, where, and by whom services will be provided
  • How services will be addressed and improved based
    upon assessment results
