Problems and Costs Associated with Underage
Drinking in Maine
  • Underage drinking cost the citizens of Maine 283
    million in 2005.
  • This translates to a cost of 2,173 per year for
    each youth in the State.
  • Maine ranks 25th highest among the 50 states for
    the cost per youth of underage drinking.
  • Excluding pain and suffering from these costs,
    the direct costs of underage drinking incurred
    through medical care and loss of work cost Maine
    107 million each year.

Alcohol Consumption by Youth in Maine
  • Underage drinking is widespread in Maine.
    Approximately 59,000 underage youth in Maine
    drink each year. In 2005, according to YRBS
    self-reports by Maine students in grades 9-12
  • 84 had at least one drink of alcohol on one
    or more days during their life.
  • 18 had their first drink of alcohol, other
    than a few sips, before age 13.
  • 43 had at least one drink of alcohol on one
    or more occasion in the past 30 days.
  • 25 had five or more drinks of alcohol in a
    row (i.e., binge drinking) in the past 30 days.
  • 4 had at least one drink of alcohol on school
    property on one or more of the past 30 days.
  • In 2005, underage drinkers consumed 15.0 of all
    alcohol sold in Maine, totaling 108 million in
    sales.
  • These sales provided profits of 52 million to
    the alcohol industry.

Helping States Address the Problem
  • EUDL funding has helped states promote community
    awareness of underage drinking, encourage changes
    in norms regarding underage drinking, and develop
    organizational structures and relationships to
    support coordinated efforts.
  • Local EUDL programs have increased law
    enforcements capacity to enforce underage
    drinking laws, engaged and trained youth to be
    leaders in combating underage drinking, increased
    prevention and public awareness efforts, and
    tackled the challenging issues of alcohol
    consumption on college campuses.

Logic Model - Planning Tool
  • States have been encouraged to adopt the logic
    model planning tool to address UAP in their
    plans.
  • A Logic Model for underage alcohol prevention
    maps a problem in terms of three components
  • A clear definition of problem(s) to be addressed
    (consequences and behaviors)
  • Intervening variables which have scientific
    evidence of contributing to the problem, and
  • Prevention strategies (programs, policies,
    practices) with evidence of effectiveness to
    impact one or more intervening variable and/or
    the targeted problem.

    zones near schools, parks, and other areas where
    youth congregate

    community and family-oriented events
  • Restrictions on Advertising and Promotion Within
    a Certain Proximity to Schools

  • Encourage health care providers to conduct brief
    intervention and screening practices with all
    patients who are under the age of 21.

    ability to recognize the full consequences and
    costs of underage drinking.

The UDETC Mission
  • Build leadership capacity and increase the
    effectiveness of States and local communities in
    their efforts to enforce underage drinking laws,
    prevent underage drinking, and
  • Eliminate the devastating consequences associated
    with alcohol use by underage youth.
