2What are DMHRSi Roles and Responsibilities?
- A responsibility in DMHRSi is the level of
authority that you have in an application. Each
responsibility lets you access a specific set of
forms, menus, reports, and data to fulfill your
business role. Several users can share a
responsibility, and a single user can have
multiple responsibilities.Â
3Why are Roles Responsibilities Important?
- We need to know what level of DMHRSi access you
need to give you a user id and password. - We need to know if you are a super user to
ensure your PC meets the minimum requirements to
run DMHRSi. - We need to know which training session you should
attend and to ensure there are enough classroom
PCs for each training session.
4Manager Versus Specialist Super Users
- For each Super User Role there is a manager and
specialist role. - The manager role has increased functionality and
allows the users to see data beyond their site.
It is recommended that managers also request the
specialist role to view site-specific reports. - The specialist role only allows user to only
view data for their site (based on the site UIC).
This role is recommended for most super users.

- Below are some questions that will help you to
determine who should be given this role. - Who in-processes your active duty personnel?
- Who in-processes your civilian personnel?
- Who in-processes your contractors?
- Who in-processes your volunteers?
- Who out-processes your personnel?
- Who maintains your projected gains/losses?
- Who modifies employee information Address,
Contact Information, Off-Duty Employment,
Performance Date Rater Tracking, Phone, Other
Duties, Employee Allowances? - Who maintains employee billets?

- Below are some questions that will help you to
determine who should be given this role. - Who maintains your organizations (Represents the
groupings in which employees work, such as
clinics, or departments. Example00232-PHARMACY
SVC)? - Who coordinates with BUMED for missing
organizations and positions in TFMMS/AMPPS?

- Below are some questions that will help you to
determine who should be given this role. - Who coordinates with BUMED for creating 4th level
FCC codes? - Who creates the SMART file?
- Who will modify organization financial
information FCCs, JONs, CACs etc? - Who will assign timecard approvers for each
organization (Represents the groupings in which
employees work, such as clinics, or departments.

8Labor Cost Assignment Representatives
- Who will approve DMHRSi timecards? (There can
only be one time card approver per organization
such as clinics, or departments) - Who will coordinate with the local MEPRS office
to ensure DMHRSi timecards are ready for
processing?
9DMHRSi Employee Self-Service Managers
- Each employee reports to a Self-Service Manager,
also known as his or her Supervisor. - A supervisor approves/disapproves requests for
local training and monitors subordinates
timecards.
10Readiness Specialists
- Below are some questions that will help you to
determine who should be given this role. - Who maintains readiness assignments (to a BSC)
for Active Duty Military personnel? - Who maintains EMPARTS at your command?
- Who can verify the following Readiness Data?
- Family Member Information
- Family Care Plan
- Readiness Requirements
- Security Clearance and Access
- Immunizations
- Employee Occupations (NOBC, NEC, etc)
- Employee Readiness Training History

- Below are some questions that will help you to
determine who should be given this role. - Who would approve command level training?
- Who would book training rooms, equipment,
instructors, etc.? - Who would create courses?
- Who would create classes?
- Who would record attendance and results?
- Who would enroll students in classes if they do
not self-enroll?
12Site Application Administrator
- Who will be resetting Users Account Passwords?
- Who will be communicating with the MHS Help Desk
for establishing roles and responsibilities
within DMHRSi?
13Site Help Desk
- Is there a local help desk that typically answers
technical questions? - Who will be communicating with the MHS Help Desk
regarding technical and functional issues?
14Site Training Schedule for DMHRSi
15Training Schedule Requirements
- The DMHRSi Training Facility Schedule will need
be tailored to reflect the number of users that
need to be trained and the number of PCs
available in the training room. - Usually, the first 11 days of training are
reserved for super user training, days 12 and 13
are reserved for LCA Reps (timekeepers), and days
14 and 15 are reserved for self-service training
(all employees). - During the entire training schedule each super
user will be trained at their desk when they are
not attending their classroom training. This
will also be built into the site-specific
Training Schedule.
16Training Room Requirements
- For the super user training a computer lab with
internet connectivity will be needed to
accommodate each super user attending that
session (refer to the training schedule) - For the LCA Representative training a computer
lab with internet connectivity will be needed to
accommodate each user attending that session - For self-service training (all employees) an
auditorium will be needed. It would also be
beneficial to have a computer lab with internet
connectivity available during this time as an
additional training resource. - The instructor will need a computer connected to
the internet with a projector

- Employees require an assignment in DMHRSi.
Employees may have more than one assignment
(peace time and readiness) - Assignment links an employee to

19What is a Group?
- A group is where an employee actually works and
may or may not be tied to the organization where
the billet is assigned.
20What is In-processing?
- In-processing procedures include, but are not
limited to - 1. Validation and/or update of all employee
data. - 2. Validation and/or establishment of employee
assignment(s).

- Is a service specific Occupation Code
- Is fed from a source system
- Is associated with a person
- Is linked to position
- Job Elements

- Occupation Type (Two character code for
occupation code type) - Occupational code (NOBC, NEC, etc..)

- A shorthand name for a facility address which

- Represents groupings of where billets are aligned
on the Activity Manpower Document (AMD) such as
clinics or departments. - Example

24What is Out-processing?
- Out-processing procedures include, but is not
limited to - Validation and/or update of all employee data
- Establishment of departure date
- Initiation of required screening(s)
- Termination of local security clearances
- Termination of local information systems access
- Retrieval of government issued equipment
25What is a Position?
- Represents the Billet to which an employee is
assigned - Is fed from a service source system
- Is tied to one organization and one job

26What is a Projected Gain?
- A projected gain is someone on Active duty who
has received official transfer orders to come to
the command.
27What is a Projected Loss?
- This procedure covers the processing of an Active
Duty employee projected loss due to a Permanent
Change of Station (PCS) or return to
Reserve/Guard Unit after deactivation.

- In DMHRSi terminology, a resource describes an
instructor, equipment, classroom, or lesson plan
