Manufacturers responsibility
  • A manufacturer or or his authorised
    representative established in the EEA (agent) may
    put a construction product only on the market if
    it is fit for its intended use and CE marked -
    Art. 2(1)
  • The manufacturer or agent is responsible for the
    correct attestation of conformity of the product
    - Art. 13(1)
  • Declarations and certificates need to be
    translated into the official language(s) of the
    destination state Annex III cl. 4.4 CPD
  • It is the manufacturer or agent that takes FULL
    responsibility for affixing the CE marking

Steps to the CE mark
  • Check which standard applies to the construction
    product in question (e.g. CEN or national
    standards body website)
  • Look into the list published in the Official
    Journal (European Communities) and check whether
    the CE mark is already mandatory
  • Study the standard which is applicable for the
    given product with regard to
  • Clauses relevant for the CE-marking (indicated in
    Annex ZA)
  • System of Attestation of Conformity

Elements of attestation of conformity
  • Factory production control (FPC)
  • Testing of samples taken at the factory by the
    manufacturer in accordance with a prescribed test
    plan
  • Initial type testing (ITT)
  • Initial inspection of the factory and the FPC
  • Continuous surveillance, assessment and approval
    of the FPC
  • Audit-testing of samples taken at the factory, on
    the market or on the construction site

  • System 1 Product certification with audit
    testing.

  • System 3 Initial type testing by notified bodies
  • System 4 No involvement of notified bodies

Preparing for CE marking
  • Approach a Notified Body for assistance, if
    necessary or just for consultation
  • Perform an Initial Type Test according to the
    standard
  • Implement a Factory Production Control system
    (FPC) as specified in the standard
  • Get together all required documents

Declarations and certificates
  • The manufacturer has delivered a declaration
    ofconformity and, in addition
  • in case of attestation system 1 and 1, that the
    certification body has delivered a certificate of
    conformity for the product
  • in case of attestation system 2 and 2, that the
    certification body has delivered a certificate
    for the production control

Affixing of the CE Mark
  • The CE mark
  • covers all relevant directives
  • replaces all national mandatory markings
  • confusion with other markings (only voluntary
    marks are allowed in addition) must be avoided

Affixing of the CE Mark
  • The CE marking must be affixed visibly, legibly
    and indelibly, with the form as described in
    Council Directive 93/68/EC and Council Decision
    93/465/EC, and must be easily accessible for the
    market surveillance authorities
  • The CE marking must be affixed, in this order of
    priority
  • on the product itself
  • on label attached to it
  • on its packaging or
  • on the accompanying commercial documents
