What is Title I?
  • Title I originated in the Elementary and
    Secondary Education Act of 1965.
  • Authorized funding for

  • ESEA was authorized through 1970
  • The federal government has reauthorized it every
    five years since its enactment
  • The most current reauthorization of ESEA is
  • No Child Left Behind Act of 2001

The Cornerstone of Education
  • Title I, is the cornerstone of the No Child Left
    Behind (NCLB) Act.
  • It is the largest federal education program that
    outlines
  • Adequate Yearly Progress (AYP)
  • Highly Qualified Staff
  • Professional Development

  • There are two types of Title I programs
  • Schoolwide
  • A schoolwide program permits a school to use
    funds from Title I, to upgrade the entire
    educational program of the school in order to
    raise academic achievement for all the students.
  • Targeted Assistance
  • "targeted assistance" signifies that the services
    are provided to a select group of children--those
    identified as failing, or most at risk of
    failing, to meet the State's challenging content.

  • 313 Schoolwide Programs
  • 53 Targeted Assistance Programs
  • Schools may be designated as schoolwide when at
    least 40 percent of the students are eligible for
    Free and/or Reduced Meals (FARMS).
  • Schools participating in targeted-assistance
    programs must have at least 35 percent of their
    population eligible for Free and/or Reduced Meals
    (FARMS).
