What Is IAS?
  • IAS stands for the Integrated Acquisition System
  • Provides a Web-based COTS (commercial-off-the-shel
    f) e-procurement and contract management tool
  • Replaces legacy systems across the Department and
    will be deployed at all agencies with procurement
    authority
  • Provides USDA with a corporate administrative
    system offering
  • Enterprise Business Process Standardization
  • Electronic requisitioning through payment and
    contract close-out
  • Interfaces to FFIS and FPDS-NG
  • Potential future interfaces to CPAIS and other
    administrative systems

IAS Provides a Standard Department-Wide Business
Process
  • IAS supports the FAR and the USDA end-to-end
    buying process, and is the front-end point of
    entry for financial transactions
  • Allows for agency-specific settings within these
    broad parameters

IAS Provides Opportunities for Agencies to
Evaluate Operations
  • Enforces business rules and policy that change
    current ways of doing business
  • Procurement, program and finance users in the
    same system

    there when a Contracting Officer initiates a
    purchase
  • Three-way matching enforces better business
    practices
  • Provides opportunities to improve intra-Agency
    practices

  • COs gain a better understanding of customers, and
    requisitioners gain a better understanding of the

  • Forest Service (3 of 4 waves complete)
  • Departmental Administration Staff Offices

  • APB is currently using both IAS and FFIS for
    invoice entry
  • For each agency, PRCH shuts down for NEW
    transactions on the IAS Go-Live date

Fiscal Year-End Preparation
  • Fiscal Year-End procedures and policy for
    procurement-related transactions are being
    developed jointly by OPPM and OCFO
  • IAS has the capability to send real-time
    transactions through September 30, 2005
  • Requirements for systems details (procedures and
    reports) are being developed
  • The overall year-end close process and resulting
    policy is being defined
  • PSD has solicited input from the agencies
    regarding outstanding year-end questions
