• What is SCMS?
• SCMS stands for Supplier Contract Management
  System, a regional web portal that allows local
  authorities to effectively manage and advertise
  quotations and tenders.
• 22 authorities within the Yorkshire and Humber
  region have the ability to use it to manage their
  tender/quotation processes.
• Offers a full electronic workflow
• North Lincolnshire Council have currently
  procured 95 projects through SCMS

• Why we have to use SCMS
• Purchased centrally by the Regional Centre of
  Excellence for the Yorkshire and Humber Region
• Increasing pressure from government for local
  authorities to make efficiency savings
• Referenced in the CPA Use of Resources that
  Procure to Pay development is a key area for
  local authorities to develop
• In light of current climate effective procurement
  is becoming more of an issue
• Recently referenced in the Glover Report that by
  2010, contract opportunities above 20,000 across
  the whole public sector should be advertised
  electronically with standard indicative contract
  value ranges, and accessible through a single,
  free, easy to search online portal.
