2Context and Motivations
- In Morocco, there is an official discourse and
engagement to promote the use of ICT to enhance
the governance - There is a real progress at many levels Good
examples and several achievements - But there is no tangible impact on citizens
daily life Why? - Our project is being led to investigate potential
solutions to this important problem - Lessons learnt and best practices of this project
are common and applicable to many developing
countries
3Current Situation and Challenges..
- The majority of eGov portals developed in Morocco
are not appropriate to their users - target only literate people (less than 50 of the
whole pop.). - suppose that the user has at least a good
knowledge in manipulating and communicating with
computers - are unilingual (French)
- focus on technical aspects and not on the
portals fundamental goal which should provide
an easy, clear and quick e-service delivery. - Concern the diasporas and businesses
- there is no e-Government systems deployed in
local collectivities, where almost all G2C
interactions take place - No proximity, no contents, no localization,

- Government executive training
- These trainings will help in raising the
awareness and the interest among politicians and
decision makers, who are key actors in the
success of any eGovernment/ance strategy - Will demystify ICT, enhance the skills and know
how of Government executives and illustrate the
business opportunity they present to them as a
tool to enhance governance and to make a
difference in serving citizens in their daily
needs

Framework
- Activities accomplished in the phase related to
creating and sustaining favourable conditions for
Larache successful implementation (series of
formal meetings/workshops with Larache decision
makers and the central government) increase ICT
related awareness among influential governance
actors towards influencing policies. For
instance, Larache province already allocated a
significant portion of its annual budget to
Larache implementation and sustainability. - Actions completed in the inception phase (i.e.
identification of stakeholders and pilot BEC,
training preparation and delivery) have improved
the readiness of/and built the local capacities
of BEC personnel. This is very significant to the
LOG IN Africa objective related to increasing ICT
awareness and related capacities - Activities accomplished in the phase related to
development and deployment (building Larache
portal and rebuilding the BEC application to
better respond to BEC needs and deploying it in
pilots BEC) retooled and modernized governance
tools in Larache and hence increased the ICT
capacities, which is a LOG IN Africa objective - Activities accomplished in the phase related to
systematic project assessment aim to gather
empirical evidences to demonstrate ICT
introduction does improve local good governance
conditions and hence, influence policy makers. - The systematic documentation of Larache project
is facilitating roadmap elaboration, which is a
LOG IN Africa objective. For instance, with the
training experience, it has appeared that
initiating processes of peer coaching was very
useful in building local capacities.

- Larache Technological new improvements
- BEC application rebuilding
- Larache portal is a deployed e-government portal
that provides, among other things, government and
governance related information as well ICT tools,
GIS maps, to promote local tourism, and hence
local socio-economic development - the installation and deployment of networking
infrastructure in Larache and Ksar Kebir pilot
BEC offices - Larache Action Research
- series of formal meetings/workshops with
influential actors at Larache level and at the
central government level - Elaboration of questionnaires to assess the
manual service delivery. The questionnaires are
being administered. - BEC echampions preparing by themselves BEC
training material, under the AUI team supervision - around 15 Larache BEC employees/officers
benefited from BEC training sessions - elaboration and administering evaluation forms to
capture trainees perception/experience with the
training - Larache dissemination
- Casablanca international forum on local
collectivities - Al Jazeera science journalist doing an in-depth
press coverage - 3 science journalists coming from notable
newspapers the international newspaper of Shark
Awsat, the Egyptian newspaper of Ahram, and the
Lebanese newspaper of Safir - Moroccos national TV 2M conducted press
coverage on BEC automation that was broadcast
many times
16Conclusion
- Interaction/interdependence between the
technology component and the social aspect - Assess the impact of ICT on Governance in
Morocco How? - Produce an ICT dissemination model and a
corresponding roadmap.. What is it? - Technology appropriation
- Opportunity to use ICT to positively impact the
political decision making process - Create a rollout effect
- Intensify the dissemination of ICT within the
Moroccan society in an informative way
