Interceptor Improvement Program
  • The voter approved Sales Tax and Excise Tax is
    allowing for the replacement and reconstruction
    of sewer interceptors in accordance to the
    Wastewater Master Plan recommendations.
  • The voter approved Sales Tax is being expended
    on a Pay-As-You-Go basis. Various funding
    scenarios can occur using the Excise Tax, but is
    currently also being expended on a Pay-As-You-Go
    basis.
  • Projects are at various states of completion.
    This presentation provides an update on the
    projects including estimated costs where
    available.

Interceptor Improvement Program
  • Costs identified by the current and obligated
    needs assessment will be attributed to Sewer
    Sales Tax. Full buildout costs, beyond that
    required for current needs, will be attributed to
    Excise Tax funding.
  • Where applicable design consultants are
    reporting the cost breakdown between the excise
    tax and sales tax funding sources based on
    estimated construction cost.
  • The Wastewater Master Plan cost breakdown was
    based the ratio of obligated and full buildout
    pipe diameters.

  • Project 5 is the first project to be partially
    funded by the Sewer Excise Tax.
  • The original project cost estimates, based
    solely on the Wastewater Master Plan, were 75.3
    Sewer Sales Tax and 24.7 Sewer Excise Tax.
  • The design engineers project cost estimates,
    based on a partially completed design are 91.78
    Sewer Sales Tax and 8.22 Sewer Excise Tax.

Summary
  • The projects follow the recommendation of the
    Wastewater Master Plan.
  • Construction is expected to initiate on
    Projects 2,3,4, and 5 by the end of this year.
    Construction of Phase 1 of Project 7 will begin
    in September.
  • Scheduling of projects continues to consider
    the availability of excise tax and sales tax
    funds in order to facilitate implementation under
    the pay-as-you-go basis.
