RFP Timeline
  • March 3, 2006 1 p.m. RFO responses due to
    TSLAC
  • March 6-10 TexShare EIWG selects Offerors to
    conduct demos TSLAC notifies Offerors
  • March 6-31 Online trials for TexShare member
    libraries and designated K-12 public school
    libraries
  • April 3-4 Demos conducted for TexShare EIWG in
    Austin
  • April 26 Final decisions made and contracts
    recommended for approval
  • July 1 Database service proposed to begin for
    TexShare member libraries
  • September 1 Database service proposed to begin
    for K-12 public school libraries or later
    depending on existing individual contract
    expiration dates.

Selection Process
  • RFO generated to determine what vendors offered
    in their database products.
  • Subcommittee of the EIWG evaluated content,
    interface, delivery, and special features of each
    proposed database.
  • Statewide trials were set up to provide an
    opportunity to evaluate database performance in
    real and simulated situations and to determine
    the effectiveness and efficiency of the database
    content and interface.

Selection Process
  • Demos were presented by vendors whose offers
    included a
  • general periodicals database,
  • health database, and a
  • business database.
  • Based on what the EIWG/other stakeholders learned
    from the proffered packages, trials, and demos,
    the EIWG RFO subcommittee recommended a
    prioritized list of databases to purchase.

  • Representing K-12 on the EIWG

  • Guests invited because of their expertise and
    relationship with TexShare

  • As a strategic partner with TexShare, ESC 20
    provided
  • Information about K-12 schools in Texas
  • Statistical information used in the preparation
    of the RFO.

Transition Task Force (TTF)
  • Includes K-12 members from across the state from
    various levels in the community.
  • Selected by nominations, geography, levels
    (district, campus, ESC, grade levels).
  • Includes liaisons from TSLAC, TexShare EIWG,
    TexShare Advisory Board (TASB), and ESC 20.
  • This membership enabled participants to have a
    thorough understanding of the purchasing and
    licensing process for the databases procured by
    TSLAC.

Quality not Quantity
  • Databases were selected based on the following
    principle
  • TexShare wanted to provide the greatest amount of
    QUALITY CONTENT for the amount of money available
    to spend.
  • The idea of content quality combined with
    quantity was always in the forefront of the
    discussions that drove the committee to seek low
    negotiated prices for the databases they wanted.
