Title: WHAT IS A LEARNING DISABILITIES PARTNERSHIP BOARD
1WHAT IS A LEARNING DISABILITIES PARTNERSHIP BOARD
?
2SO WHAT IS A PARTNERSHIP BOARD?
Valuing People said that Partnership Boards
are To take responsibility for local delivery of
the White Paper, led by the local Council and
with the active participation of all key
stakeholders. Â
3- Partnership Boards were
- Formed at the end of 2001
- Must be led by senior figure from Local Authority
- In Newcastle this is a Councillor in other
places it might be the Head of Services ( Big
Boss) at Social Services - Must have a Co Chair who is a person with
learning disabilities
4WHO ARE THE BOARD?
- The Partnership Board has to have certain
agencies and groups represented These include - Social Services
- Health services
- Housing
5Children services Lifelong learning and Leisure
ALL OF THESE PEOPLE MUST BE SENIOR ENOUGH TO
MAKE DECISIONS ON BEHALF OF THEIR SERVICES AND
MOST IMPORTANTLY People with Learning
Disabilities Carers
6THE BOARDS THREE MAIN JOBS
- Providing Leadership
- Make sure Change happens
- Doing the Important Things Not Trying To Do
Everything
7Providing Leadership
- THE QUESTIONS THE BOARD MUST ASK
- Do we need new or different staff?
- What buildings or other resources can we use?
- How should we do things differently ?
8Providing Leadership
- Â Decisions the Board has to make include
- What needs to be done for each part of Valuing
People - What is the best way of doing things?
- What should we stop doing?
- What money can we use?
9Providing Leadership
Decision making in Partnership Boards - the
Board is not an executive body in its own right
BUT it is very important  This means that Board
decisions cannot force other organizations to do
things. Â Instead the Board has to work by
persuading people and by people accepting they
should do what the Board asks.
10Providing Leadership
This will happen when everyone is involved in the
Boards decisions and people realise that those
decisions are better than ones being made by
organizations acting on their own. The
Partnership Board should be the place everyone
looks to for leadership in making change happen.
11Making sure change happens
- Agreeing What Should be Done First
- The Partnership Boards job is to agree
- what should be done first
- who is going to go away and
- do things
- when and how they will report back
SUB GROUPS
12Making sure change happens
- Make sure we have the right people on the board
who can make change happen and be creative - Unless the right people are on the Board, then it
will become a talking shop
13Making sure change happens
- The Board should check up that
- people are doing what they said they would do and
that - the lives of people are changing for the better
14Doing the Important Things Not Trying To Do
Everything
- The Boards job is to agree what should be done
first and what happens next . - It is NOT there to
- get involved in the detail of how the work is
then done. - Make decisions about how services run day to day
- Â
15- The Board will probably have sub groups working
to it who will report on how they take a part of
Valuing People forward - Most areas will have sub groups for each
objective of Valuing People like - Health
- Housing
- Changing Day services
- Person Centred Planning
16These will be people who really know a lot about
that area experts who can really get to the
bottom of what is needed all sub groups must
also ask people with learning disabilities for
their views AND finally Each Board usually has
a worker who makes sure everything happens around
the Partnership Board - someone you can call if
you want to know more about Valuing People and
the Board
