Brief introductory

  • University of Split (Uni Split) was officially
    established in 1974  
  • Currently around 22 000 university and
    vocational students
  • Nine faculties, Academy of Fine Arts and Music,
    Educational Academy and three University
    Departments.  
  • Abrupt increase in number of vocational
    students (around 7000) by fusion with former
    Polytechnic of Split in 2003 delayed the
    implementation of the Bologna reforms activities
  • Uni Split is in the process of building the
    University Campus by 2007-8

  • Teaching staff
  • 734 professors (from assistant professor level to
    full professors)
  • 160 research and teaching assistants
  • Administrative staff 370 people
  • The total budget at Uni St
  • For 2004 was around 220 million Croatian
    kunas (around 29 million euros)
  • Government funding amounted to 70
  • Around 30 of funding was obtained through
    other means (mostly student fees, research
    and professional projects).

  • Research activities are funded mostly through
    the funds of the Croatian Ministry of Science,
    Education and Sports (114 research and 15
    technological projects), while 31 research
    projects have additional international funding.
  • Two independent research institutes
    (Mediterranean agriculture and Fisheries and
    Oceanography).
  • The newly established Mediterranean Institute
    for Life Sciences (MedILS).

  • The most important recent development in the
    short history of the University of Split is the
    establishment of the first University campus in
    Croatia.
  • Within next three to four years, most faculties
    and departments will move to the new location
    with more than 80.000 m2 of newly built space.
  • The University of Split is still composed of
    legally independent entities (faculties), but by
    the end of 2007, functionally integrated
    University should be created.
  • The realisation of the new campus project
    will facilitate this process.

Implementation of the two-cycle
Bologna system

  • Results
  • 58 first cycle and 64 second cycle
    University study programmes, as well as 20
    vocational study programmes were submitted to
    the National Council for Higher Education
    (NCHE).
  • Next task
  • Within the next month, all postgraduate
    (third cycle, doctoral) programmes will also
    have to be submitted to NCHE.
  • The coordination
  • The Bologna Process activities were coordinated
    by the Uni Committee for ECTS (formed in
    November 2004), representatives of all the
    faculties and departments (15 members and the
    University ECTS coordinator).

  • Held several workshops and advisory meetings
    between November 2004 and February 2005
  • Discussed, defined and prepared documents
    containing general and specific guidelines for
    introduction and preparation of the new study
    programmes
  • The representatives of faculties and
    departments formed corresponding working groups
    at their institutions

Since November 2004, all the information on the
Bologna Process activities at the University of
Split were available on the web
(www.pmfst.hr/mile/ects) and widely discussed,
which contributed decisively to the transparency
of the process.

  • Nearly all study programmes at the University
    of Split were submitted as 32 scheme only 10
    of them as 41, two as 50, and medicine as 60
    scheme.
  • University study programmes include more
    research aspects and offer more possibilities
    for the continuation of education
    through graduate and postgraduate programmes.
  • Vocational programmes focus on the technical
    aspects of a specific job.

  • Harmonisation of programmes into the university
    curriculum, particularly with respect
    to the horizontal mobility of
    students within complementing programmes

The University of Split, like other Croatian
universities, is in the process of transition
from a university structure based on
institutionally independent faculties to a
functionally integrated university.
The majority of the new study programmes include
horizontal mobility but only for a limited
number of courses (less than 10 of the total
offer of courses at the University-wide level).
Nevertheless, this development has increased
complementarity of the study programmes and
contributed to institutional integration.

Current problems in implementation relate to both
administrative and academic barriers, which are
due to the existing university structure.
  • No coexisting programmes of the same type
    and at the same level of study.
  • AT THE NATIONAL LEVEL
  • Regulated professions (such as medicine) have
    been totally harmonised with other study
    programmes of the same type at the national
    level.
  • For other programmes, the coexistence of
    programmes of the same type but with various
    durations (32 vs 41) should not be seen as a
    problem, providing that the competences and
    learning outcomes have been clearly defined in
    accordance with ECTS guidelines.

  • Due to modernisation of the study programmes a
    need has arisen in certain areas for new
    professor positions.
  • As a general rule it could be said that the
    University needs 30 of new professor positions
  • The shortage of professor positions is most
    acute in faculties and departments that were
    most recently established, such as Department of
    the Humanities and Department of Marine Studies.

A permanent Teacher Support Unit should be
established at the University All staff should
be trained and retrained on a regular basis.

  • Financial support of the

  • The estimated
  • current annual cost per student
  • at the University of Split is
  • about 10.000 Croatian kunas
    (1.300 euro)
  • The estimate of the
  • annual cost per student in the new
    study programmes
  • is between 30.000 and 50.000 Croatian
    kunas,
  • depending on the type of programme.

The current government funding is 70, whereas
30 of funding through other means (mostly
student fees, research and professional
projects).

In the near future, the amount of government
funding should be increased in absolute terms,
although its relative percentage in the total
budget should be reduced to 50. The
university must increase its efforts to actively
search for new sources of funding, such as
European Union funds, research and professional
projects, and sponsors.
